The Leadership & Organisation (L&OD) team is responsible for Leadership Development (LD), Organisation Development, and the IMDA Academy.
Reporting to the Director of Workplace & Organisation Development Division (WOD), as Assistant Director of the WOD-L&OD team, you will lead and manage the L&OD officers to build a strong, engaged, high-performing IMDA workforce, build a strong leadership collective and strong individual leaders, and co-drive continuous learning efforts to equip IMDA officers with the required skills, competencies, and knowledge, in the domains that IMDA champion, to Architect Singapore’s Digital Future.
The WOD-L&OD team portfolio includes :
Leadership Development & Engagement
- In-house IMDA leadership programmes and initiatives for leaders, identifying and working with training partners to contextualise courses to meet IMDA’s training needs, leaders comms and engagement sessions;
Training & Development Initiatives
- Broaden knowledge, and deepen digital skills and functional skills, in partnership with line divisions and appointed learning champions, including external wing engagement with domain experts in both private and public sectors for IMDA’s Speakers Series, Brown Bag sessions;
Culture Building & Organisation Development
- Transformation and change management initiatives at Division-level, Group-level, and/or organisation-level;
Staff Communications & Engagement
- New joiners onboarding programme, teambuilding policy and management, corporate collaterals for staff, partner with the IMDA recreational staff committee-RELAC, and CSR staff committee CARE@IMDA to design activities for staff, manage and plan content for staff digital comms platforms such as the IMDA Intranet, IMDA Academy Intranet, Workplace from Facebook, including video clips, regular IMDA SPOTLIGHT ebulletins, posts to Workplace from Facebook.
In the course of the work, you will have the opportunity to work closely with the organisation’s senior leaders, engage and build relationships with colleagues across IMDA, as well as with colleagues within Public Service, and with external consultants and trainers in the private sector. You will also have many opportunities to be involved in various aspects of leadership development, organisation development, and learning & development.
Responsibilities
- Engage Senior Management, and internal stakeholders at all levels to identify leadership development, organisation development, and/or functional skills development needs and priorities at organisation-level, and division-level.
- Offer OD consultancy to IMDA leaders, conduct effectiveness diagnosis on organisation and teams, and evaluate effectiveness of the initiatives and interventions using data-driven approaches.
- Lead, and work with other L&OD officers to design, plan, and deliver effective interventions and initiatives to address needs and priorities, including related staff comms and engagement content and delivery in the form of dialogue sessions, video clips, programme prospectus, EDMs, and/or corporate collaterals for the internal target audience.
- Work with internal stakeholders, external partners, consultants, vendors, and/or training providers to contextualise, and/or customise solutions to meet IMDA’s specific needs at organisation-level, and division-level in leadership development, organisation development, and/or functional skills development.
- Facilitate leadership development, and organisation development activities.
- Plan budget to implement the L&OD workplan.
Requirements
- 8-12 years of relevant work experience in leading and nurturing individuals and teams to initiate and execute leadership development, organisation development, learning & development, and/or change management initiatives and interventions in a fast-paced and evolving environment, including 5-6 years in a supervisory role.
- A strategic and dynamic leader, able to apply an agile mindset in a fast-paced environment, with a background in leadership development, learning & development, and/or organisation development or a related field;
- Excellent stakeholder engagement, interpersonal and analytical skills, strong written and communication skills, good project and event management skills, and a strong interest in progressive practices and trends.
- Passion to help teams and organisations to be more effective and cohesive.
- Bonus points for hands-on experience with culture change and organisational transformation; conducting and drawing insights from qualitative and quantitative research methods; strong facilitation skills to design and facilitate a range of workshops for senior and junior stakeholders.
- Strong understanding and interest in telecommunications, media, and technology sectors will be an advantage.
