ORGANISATION / DIVISION INFORMATION
The MOH Office for Healthcare Transformation (MOHT) envisions a public healthcare system that is patient-centric, data-driven, digitally enabled and sustainable. SUMMARY OF THE ROLE
The role involves leading and advising clinical aspects across multiple projects, particularly within digital health and healthcare innovation. Key responsibilities include designing, piloting, and scaling new digital tools and care models, especially in primary care and mental health. The role requires extensive collaboration with multi-disciplinary teams, healthcare providers, and stakeholders to ensure projects are executed smoothly and reach successful outcomes. Other responsibilities include overseeing project timelines, managing resources, and facilitating learning and improvement. This position suits someone with a strong clinical background, project management expertise, and a focus on advancing healthcare transformation and digital health solutions.

JOB RESPONSIBILITIES

  • Key member in MOHT Future Primary Care (FPC) team to oversee and manage effectively the issues under Virtual Professional Consultation (VPC) and Digital Mental Health (DMH) iCBT tools.
  • Lead the secretariat team to support the VPC Workgroup which oversees and develops a long-term strategy to adopt, implement and scale VPC efforts nationwide.
  • Build rapport and maintain close engagement with clinicians (specialists, general physicians), Primary Care Networks (PCNs), policymakers and IT solutionists to understand ops-policy-tech considerations, to facilitate the development and implementation of VPC initiatives.
    • Other scope of work would include:
      (i) coordinating the regular workgroup meeting agenda and discussion scopes to drive the progress of the VPC plans
      (ii) providing advice and recommendations to stakeholders, management and the workgroup on policy-ops-tech considerations
      (iii) guiding the secretariat team in the secretariat and administrative duties
      (iv) facilitating discussions among stakeholders to gather feedback and inputs on VPC initiatives, as well as providing regular updates at different high-level platforms

JOB REQUIREMENTS

  • Strong communication and project management skills in managing multiple stakeholders towards common purpose, especially in facilitating successful implementation of large-scale projects end-to-end
  • Strong public sector knowledge and experience, especially in primary healthcare preferred, with some experience in private sector as an advantage
  • Ability to track multiple ongoing projects meticulously, and to meet tight deadlines while remaining flexible and adaptable
  • Strong desire to learn new trends in public healthcare and technologies and keep up to date with these trends
  • Strong interpersonal and communication skills, with the ability to work in multiple teams and coordinate efforts across different stakeholders
  • Ability to build strong commitment, teamwork and collaboration in an evolving environment
  • Experience in healthcare and transformation related work will be an advantage
  • Strong degree (preferably Honors) in health, science, technology, engineering and/or computer science preferred. Those with Masters and/or PhDs in health-related/ relevant disciplines will have an advantage
  • Strong project management, leadership and planning skills with at least 8-12 years working experience, of which at least 3 years should be in management position, especially in managing high performing multi-disciplinary teams of diverse backgrounds
