Job description

The jobholder will:

  1. Be expected to serve as the organisation's expert on their portfolio accounts (be it countries, international organisations, or subject matter).
  2. Proactively develop and build Singapore's international policy positions on matters pertaining to the Digital Domain (Digital Society, Digital Economy, Digital Security).
  3. Help formulate and drive Singapore's international policy positions in the Digital domain and coordinate the international Digital Domain strategy within the Ministry, across its Statutory Boards and other ministries and agencies.
  4. Formulate, advance, and coordinate Singapore's international partnerships and thought leadership in the Digital Domain, across a range of digital focus areas and across bilateral accounts and multilateral forums.
  5. Manage substantive and operational aspects of international engagements to build institutional linkages with external stakeholders. This can include supporting MCI's Political Office Holders and Senior Management at key bilateral and multilateral platforms in line with our overall international strategy, with support from MCI agencies and statutory boards.

The ideal candidate must have:

  1. At least 2 years experience in a government agency, international organisation, or technology organisation, with a keen interest in international issues/challenges that impact the Digital Domain and the implications on Singapore;
  2. Ability to build and maintain networks of internal and external stakeholders from which to gather intelligence and tap on when required;
  3. Ability to apply geopolitical perspectives on Singapore's digital diplomacy objectives, and advise MCI divisions and agencies engagements and policies accordingly;
  4. Ability to balance and coordinate top-down strategy with bottom-up agency inputs;
  5. Strong time-management skills, including the ability to keep track of, and balance, multiple workstreams and portfolios in a fast-paced and dynamic environment;
  6. Excellent written, presentation, analytical, conceptual, and organisational skills;
  7. General awareness of, and interest in, current affairs, economics, and technology developments;
  8. Willingness to travel.

Candidates with the following will be prioritised:

  1. Training in Economics, Law, Political Science, International Relations, International Political Economy, Business or related disciplines;
  2. Experience being part of Singapore delegations at international fora or bilateral negotiations.
