Assistant Commercial Manager (Estimating)

Job Responsibilities

• Distributes work to juniors, gives guidance/assists the juniors to prepare quotations on difficult/critical jobs.
• Instructs the typist to type the quotations in priority order.
• Negotiates tender/contract with owners/superintendents in shipyard, local/overseas (for additional work/new contracts).
• Analyses lost bids for gathering data for future reference.
• Liaises with subcontractors/suppliers for cost estimates.
• Looks for areas of cost-control in estimates and better estimating methods.
• Inspects vessels locally/overseas and prepares quotations for certain complicated/major contracts.
• Checks the quotations prepared by the juniors to ensure compliance with minimum qualifying remarks in owner’s conditions of contracts and repair specifications, and adjusts the final pricing.
• Answers and assists the juniors in answering queries from owners.
• Ensures the safety of personnel through compliance with Occupational Safety and Health and Environmental Regulations.
• Ensures that Health, Safety & Environmental operating procedures are followed and counsels employees about compliance as necessary.
• Participates in the preparation of Safe work, Environmental control, and Emergency procedures.
• Ensures that all Health, Safety, Environmental & Quality (HSEQ) plans are followed.
• Any other tasks and responsibilities assigned from time to time.

Job Requirements

• Degree or Diploma, City & Guild in Shipbuilding, Engineering or equivalent certification, or GCE ‘O’ Level with relevant working experience.
• 4 years’ working experience as estimators in a similar capacity.
• Resourceful, cool-minded, excellent leadership skills, and ability to work under stressful conditions.
• Knowledge of cost estimates in the marine industry, market structure, market changes, subcontractors’ and suppliers’ capabilities and prices.
• Willing to work late on weekdays, weekends, and public holidays should there be urgent tender deadlines to meet.
• Willing to travel overseas to inspect vessels/negotiate tenders when necessary.
• Need to be technically sound in marine industry work, know the market rate, and have negotiation skills.
