Project & Maintenance Engineer
  • Working hours: 5-days (Mon to Fri) | 8 am to 4.30pm
  • Location: Jurong Island (Company transport provided near Jurong East MRT)
  • Salary Range: $5000- $6500

Job Summary:

The Project & Maintenance Engineer will be responsible for managing engineering projects, ensuring equipment reliability, and optimizing plant maintenance strategies in a specialty chemical plant. This multi-skilled role requires expertise in both project execution and maintenance management, working closely with operations, process engineering, and external vendors to ensure safe, efficient, and cost-effective plant operations.


Key Tasks or Responsibilities:
  1. Project Engineering & Execution
    • Develop project scope, schedules, and budgets.
    • Coordinate with engineering, procurement, and construction teams.
    • Oversee equipment installation and commissioning.
    • Prepare detailed progress reports, technical documentation, and presentations for key stakeholders.
    • Manage contractor activities and ensure compliance with plant standards.
    • Review PFDs, P&IDs, and equipment specifications.
    • Manage changes in project scope, budget, or timeline, ensuring any changes are well-documented and communicated to all stakeholders.
  2. Maintenance & Reliability Engineering
    • Develop maintenance scope, detailed job specifications, resources, and timeline for turnaround maintenance.
    • Prepare and plan corrective action/repair plan and method for corrective or breakdown maintenance.
    • Troubleshoot and resolve mechanical issues.
    • Execute, coordinate, monitor repair activities and ensure all activities are documented and comply with the applicable protocols.
    • Establish, continually improve & execute the Company's maintenance management system in a safe, efficient, and effective way to achieve the highest equipment reliability & availability objective.
    • Update and maintain accurate maintenance records to provide good maintenance history for data analysis and troubleshooting purposes.
    • Conduct root cause analysis to eliminate equipment/system defects and take appropriate preventive/corrective measures.
    • Work with operators and maintenance teams to minimize downtime.
    • Utilize root cause analysis (RCA) for failure investigations and long-term solutions.
    • Oversee, manage, and supervise the Company's in-house and external contractors for all mechanical maintenance works related to planning and execution of:
      • a) daily maintenance [preventive, corrective, & breakdown maintenance],
      • b) transition maintenance,
      • c) turnaround maintenance, and
      • d) upgrading and improvement related to maintenance.
  3. Safety, Compliance & Risk Management
    • Ensure all maintenance and project activities comply with OSHA, EPA, and local regulations.
    • Implement best practices and maintenance safety procedures.
    • Ensure all mechanical maintenance activities are carried out in accordance with the Company's HSEQ Standards & Maintenance Management System, statutory requirements, and best industry practices.
  4. Vendor, Inventory & Contractor Management
    • Coordinate with suppliers and contractors for equipment procurement, installation, and repairs.
    • Optimize & manage mechanical maintenance inventory levels of critical & non-critical equipment spare parts.
    • Ensure availability of critical spare parts and manage inventory optimization.
  5. Cost Control & Continuous Improvement
    • Optimize maintenance and project costs while ensuring reliability and efficiency.
    • Identify and implement process improvements to enhance plant performance.
  6. Commissioning & Startup Support
    • Develop commissioning plans and startup activities.
    • Troubleshoot technical issues during the startup phase.
    • Train operations and maintenance personnel on new systems.
    • Make recommendations for any corrective measures needed to optimize plant operation.
    • Prepare final project reports and document lessons learned for organizational knowledge sharing and suggest improvements for future projects.

Requirements
  • Bachelor's degree in mechanical engineering.
  • 5+ years of experience in project and maintenance engineering within the specialty chemical, petrochemical, or similar industries.
  • Strong knowledge of rotating and static equipment.
  • Proficiency in maintenance management system (CMMS) and project management tools (MS Project, etc.).
  • Understanding of industry codes and standards (API, ASME, NFPA, etc.).
  • Proven track record of successfully managing projects from detail engineering, construction, commissioning, start-up, and completion handover.
  • Possess relevant digital skills to collect, analyze, and visualize data such as SharePoint, Power BI, SQL.
