Title: Digital Applications Architect

Job Summary: We are seeking an experienced Digital Applications Architect to join the Portfolio Management Office (PMO). The candidate's primary role will be focused on shaping the program’s digital transformation. The candidate will leverage deep expertise in Digital Platform technology and extensive experience in mega project portfolio management platforms/tools to support all portfolio levels (PMO/PMCs/EPCs/etc.). Proven track record consultancy in developing digital Platforms within the project management industry to create a comprehensive blueprint and cloud-based digital Platforms for a mega project portfolio program. This role is primarily focused on developing digital Platform solution strategies/roadmaps, market survey/shortlisting of candidate digital platforms’ vendors, design platform integration for varied digital applications for the platform, market survey/shortlisting of platforms integrators vendors, data reference architectural, with detailed design and implementation roadmaps responsibilities, developing RFPs, etc.

Key Responsibilities:

1. Develop digital platform & integration technology strategy, platform reference architecture, platform data architecture management for the modules identified.
2. Develop data analytic technology strategy capitalizing on AI/ML technology offerings for leveraging data analytics and business intelligence tools.
3. Develop Digital‐Twin governance framework across all project portfolio levels (PMCs & EPCs).
4. Develop Advanced Work Package (AWP) governance framework across all project portfolio levels (PMCs & EPCs).
5. Develop Class Library governance framework (engineering tag data management system) across all project portfolio levels (PMCs & EPCs).
6. Design robust, scalable and standardized data architecture, including data pipelines, storage solutions, and backup/recovery plans.
7. Develop digital platform functional & technical selection criteria for assessing candidate platform vendors.
8. Develop Digital Twin platform functional & technical selection criteria for assessing candidate Digital Twin vendors.
9. Develop AWP platform functional & technical selection criteria for assessing candidate AWP vendors.
10. Identify/recommend platform integration technology solutions to compose the platform modules.
11. Develop platform integration functional & technical selection criteria for assessing candidate platform integration vendors.
12. Conduct market survey and shortlist candidate Digital Twin platform vendors based on the identified functional & technical selection criteria.
13. Conduct market survey and shortlist candidate AWP platform vendors based on the identified functional & technical selection criteria.
14. Conduct market survey and shortlist candidate platform integration vendors based on the identified functional & technical selection criteria.
15. Develop detailed design integration architecture, including API specifications and workflows.
16. Develop high‐level guidelines for data collection, storage, processing, and usage.
17. Develop digital platform data governance framework, including roles and responsibilities.
18. Closely work with cloud security architects and network architects to ensure proper alignment between the proposed architecture and cybersecurity mandates.
19. Conduct regular reviews with program stakeholders of the platform strategy and governance framework to adapt business needs and technological advancements.
20. Develop RFPs for platform ecosystem (modules, Digital‐Twin suite, AWP, etc.) platforms integrations.
21. Develop and conduct thorough piloting procedures, security assessments, and risk analyses for platform ecosystem.
22. Develop a comprehensive platform ecosystem deployment roadmap with phased implementation plans, timelines, milestones, and KPIs.
23. Develop and implement change management processes for database & applications roll‐out, integration, updates, etc.
24. Develop performance monitoring and logging mechanisms to track platform & integration performance and health.
25. Identify and resolve performance bottlenecks, optimize resource allocation, and ensure optimal performance across platform ecosystem/environment.
26. Implement policies for data lifecycle management, from creation to archiving and deletion.

Minimum Requirements:

1. Bachelor's degree in Computer Science/Engineering, Information Technology (IT), Digital Transformation (DT), or a related field.
2. 10+ years of experience, out of which 8+ years of experience in IT/DT/OT designing & deploying Project Management Digital Platforms.
3. Proven track record document of successfully implementing or leading digital platforms design & deploying for complex mega project management platforms.
4. Proven experience with relevant software and platforms related ecosystems including and not limited to AI/ML, AR/VR/AdR, ERP, SAP, Microsoft power BI, Digital Twin platforms, AWP platforms, IIoT ecosystem.
5. Project Controls and Performance, Project Scheduling, Health Safety and Environment, Procurement and Material planning.
6. Proven document demonstrating deep understanding/implementation of various cloud platforms (AWS, Azure, GCP, OCI, etc.) and their unique strengths and limitations.
7. Proven document demonstrating deep understanding of different cloud types and operating models (edge, public, private, hybrid) and schemes (SaaS, PaaS, IaaS).
8. Proven document demonstrating expertise in virtualization technologies (e.g., VMware, Hyper‐V) and containerization (e.g., Docker, Kubernetes).
9. Proven document demonstrating knowledge in cloud integration tools, techniques, and platforms.
10. Knowledge of data architecture tools, API management, ETL processes, and data storage solutions.
11. Extensive experience in integration strategy and architecture.
12. Familiarity with monitoring and testing frameworks for integration.
13. Familiarity with data analytics and business intelligence tools.
14. Strong understanding of data management, governance, and regulatory requirements.
15. Strong analytical and problem‐solving skills.
16. Excellent communication and interpersonal skills, with the ability to explain complex technical concepts to diverse audiences.
17. Develop technically sound documents (word/excel formats) and presentation slides.
18. Ability to work independently and as part of a team, collaborating effectively with stakeholders across different programs’ stakeholders.
19. Fluency in English and Arabic; additional skills are a plus.
