Job Summary/Role Description
TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia. The overall value of the contracts is approximately USD 2 billion. The projects scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years. He/she should ensure that all Field activities are performed according to the HSE Policy, the regulations, standards, and procedures, promoting all preventive and corrective action as required.
Duties and Responsibilities
- To perform the Job Hazardous Analysis (JHA) and participate in the Job Safety Analysis (JSA).
- Verify the adequacy and application of the Site HSE plan and all related procedures, preparing any revisions.
- Update the HSE documentation during all the construction phases when deemed necessary.
- Check that subcontractors perform their activities in accordance with all the HSE applicable procedures, regulations, and standards.
- Organize, plan, and participate in periodical HSE walkarounds, inspections, and audits on site, prepare all relevant reports, action plans, and verify the follow-up and timely execution of corrective action.
- Organize, coordinate, and directly participate in the HSE training activities on site.
- Organize and participate in all relevant site HSE Meetings, prepare the relevant Minutes of Meeting (MOM).
- Cooperate with the client concerning the issue of any necessary work permits.
- Organize a full investigation of work accidents to identify corrective measures to avoid recurrence.
- Keep accident records, identifying areas where prevention must be addressed.
- Perform and promote the indoctrination/training of personnel.
- Lead and coordinate the activities of the Site HSE Committee (composed of all contractor and subcontractors HSE representatives).
- Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
- Prepare the HSE section of the construction monthly progress report and other periodic reports.
- Prepare and update the Site HSE statistics, verify performance versus project and corporate HSE objectives, targets, and performance indicators.
- Propose recovery plans in case of mismatches.
Person Specification
Knowledge & Qualifications
- University degree or diploma in relevant discipline or equivalent.
Experience
- Relevant experience in 3 major EPC projects: oil & gas, petrochemical sector.
- Minimum 10 years experience in HSE in construction, fabrication, installation, and/or commissioning projects/operations in the oil & gas or petrochemical industries.
- NEBOSH IGC or Equivalent.
- Any other HSE certifications.
- Experience dealing with the same client is beneficial for further consideration.
- Reviewing of equipment and vehicle documentation.
- Inspection of vehicle and equipment.
- Preventing any unwanted equipment access to AMIRAL Complex under the project.
- Coordinating with HSE team for vehicle access/equipment.
- Managing Equipment and vehicle gate passes for contractors and subcontractors.
- Preparation and delivery of Road Closure Notifications.
- Reviewing Journey plan (heavy equipment movement).
Skills and Abilities
- Ability to conduct HSE orientation/induction/HSE awareness sessions to workers.
- Ability to understand and implement HSE plans, Welfare plans, Emergency response procedures/plans, and site-specific HSE procedures/work instructions.
- Practical experience in implementation of SSOW (PTW/ WMS/ Risk Assessment etc.).
- Awareness of practical H2S control measures.
- Ability to conduct HSE inspections.
- Ability to understand and implement incident reporting and investigation procedures.
- Ability to conduct training/awareness sessions on relevant HSE procedures applicable to the SOW.
- Ability to investigate incidents, identify immediate and root causes.
- Ability to develop HSE plans, Emergency response procedures/plans.
- Ability to analyze incidents and apply root cause analysis techniques.
- Ability to speak, read, and write English with good communication skills.
