Technical Manager Electronic Warfare

JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

JOB ACCOUNTABILITIES
- The role shall be responsible for managing the Tornado Electronic Warfare Support (TEWS) in the Electronic Warfare Center (EWC). The role shall be based in the EWC and provide support in line with the TEWS and Localised Typhoon Electronic Warfare Programming (LTEWP) Service Level Agreements (SLAs).
- The role will liaise with the RSAF Operation & Maintenance (O&M) Directorate, SAMI AE (KSA), United Kingdom (UK) Industry such as Leonardo and MASS Consultants, KSA suppliers and other stakeholders as required to support the SLAs.
- The role will also provide EW engineering support to the RSAF and UK Industry for any EWC software and hardware updates throughout the term of the TEWS and LTEWP projects.
- The aim for the Technical Manager is to support the operation of the facility and delivered equipment including the following:
- Managing the provision of the EWC services and adherence to the SLAs
- Incident Escalation
- Third party and external vendor support
- The Technical Manager shall be responsible for the TEWS to LTEWP Data Migration activity (supported when required by UK Industry SMEs) encompassing each of the phases:
- Preparation
- Risk Reduction
- Formal
- The Technical Manager shall own and update the Data Migration Plan and Report, which will remain as current and what to progress where it will be declared in the weekly CWIG Meeting.
- Supporting the Salam Mission Services Head of Engineering, as the Responsible Manager for Safety in the strategy implementation, ensuring that BAE SYSTEMS PROPRIETARY an integrated approach is implemented as part of the overall solution in the EWC and in alignment with the Product/ Service/ Environmental Safety and SHE requirements defined in the BAE Systems Saudi Arabia Safety Policy.
- Ensuring that engineering activities carried out by the Service Delivery Team (SDT), also based in the EWC facility, are effective and results in work delivered on time, to specification/quality, and to cost.
RECRUITMENT SPECIFICATION
The post holder must have/hold:
- Educated to Honours degree level and working towards Chartered Engineer status
- Experience of the development and application of engineering process, organisational design, functional governance including the role of LCM.
- Significant experience of aerospace Systems and Logistic Support activities through the complete lifecycle including disposal.
- Experience of the Prime Contracting Role ideally in a KSA environment.
- Thorough understanding of Supply Chain Management.
- Thorough understanding of the application of engineering Life Cycle Management in order to develop an Overall Operational & Logistic Support solution.
- Proven ability for objective decision making regards resources, risk management and engineering and assurance forward strategy
- Significant aerospace and defence company/industry knowledge (5+ years in a senior position), managing significant and diverse engineering projects, with an understanding of all parts of the business lifecycle from business winning and bid work through to in-service support and disposal.
- A minimum of five years’ experience in a Military Engineering/Support environment ideally within either the RSAF or RSNF.
- An understanding of the RSAF/RSNF Operation and working practices.
- Ideally, experience of working in the RSAF/RSNF EA and/or Support Organisations.
- An understanding of Military Logistic Support ideally in a KSA environment.
- An understanding of the IBP and financial processes, management processes, HR processes, BAES and MoD commercial processes.
- An understanding of LCM, Project Management, Engineering Management, Systems Engineering, Safety Management, Export Controls/ITARS managing sub-contractors, procurement, supplier selection and approval.
- Full knowledge on Export Control Requirements and may be required to handle Export Controlled/ITAR Data; trained to the Enhanced Level.
- In addition to any tailoring, will be required to create new processes and generate innovative solutions where an existing solution does not exist.
- The ability to interface directly with the engineering and PM leads for to develop technical relationships with our customer, supporting business units and services.
- Good people management and people development competencies.
