Hauptaufgaben

As the Supervisory Accountant in the United States Military Training Mission (USMTM), Directorate of Resource Management, Finance & Accounting, you will:

  1. Supervise a team of accountants.
  2. Provide professional accounting operations services: preparation, examination, analysis, presentation, and interpretation of accounting data, records, and reports, management advice, and assistance.
  3. Review and analyze the most complex situations and/or conditions encompassing the widest spectrum of accounting documents, reports, policies, and procedures involving the range and scope of federal appropriations and accounts within one or more accounting systems or subsystems.
  4. Review day-to-day operations within Commercial Vendor Pay and Accounting Office which include contractual and miscellaneous payments of USMTM and other mission partners, reimbursement, foreign national payroll, and other entitlements.
  5. Develop standardized policies and procedures.
  6. Review new and revised processes for the impact on the accounting system and advise management on compliance and effect of the changes.

Qualifikationsanforderungen

In order to receive consideration for this position, candidates must meet the basic requirement and the specialized experience, as defined in the U.S. Office of Personnel Management (OPM) Qualification Standards. Additionally, the quality of the experience must clearly demonstrate the knowledge, skills, abilities, and competencies necessary to successfully perform the duties of the position.

  1. Applicants will be evaluated to ensure experience; training and education meet the qualification requirements defined in the Multi-National Recruitment System (MNRS) vacancy announcement.
  2. Quality of experience relates to how closely or to what extent an applicant's background and recent experience, education, and training are relevant to the duties and responsibilities of the position. Applicants must have the knowledge, skills, abilities, and competencies to successfully perform the work of the position at the appropriate level.
  3. Time in Grade Requirement: Applicants who have held a DOD Third State Worker T1 position within the last 52 weeks must meet the Time in Grade Restriction. Proof will be required before you can be referred to Management.
  4. Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).
  5. For a T1-12 position, you must have served 52 weeks at the T1-11.
  6. There is an Individual Occupational Requirement for this position:

Basic Requirement: Applicants must have an accounting degree or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by semester hours in accounting. The term "accounting" means "accounting and/or auditing".

In addition to the basic requirement, applicants must meet specialized experience as described below:

EXPERIENCE:

The experience described in your resume will be evaluated and screened for the basic qualification requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.

To qualify for T1-12, the applicant must possess one full year of specialized experience equivalent to at least the T1-11 (or equivalent) level.

Specialized experience for this position is defined as:

  1. Providing professional accounting assistance regarding the accounting function and the application of accounting principles, policies, and procedures; AND
  2. Providing expert advice on complex issues regarding accounting operations, accounts payable, and foreign national payroll; AND
  3. Analyzing accounting documents, records, reports, and processes to ensure conformance with governmental accounting principles, operating procedures, and regulations; AND
  4. Conducting audits and analyzing findings using trend, comparative, and statistical analyses to identify continuing problems and to recommend solutions.

The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.

EDUCATION:

If the degree/diploma is submitted in any other language than English, a certified translation will be required to allow the BENELUX Civilian HR Service Center to verify the level of education claimed. SUBSTITUTION OF EDUCATION AT T1-12 GRADE LEVEL: Not applicable at this grade level.

POSITION REQUIREMENTS:

  1. Must be able to obtain and maintain security background checks.
  2. 90-day trial period may be required.

  4. Financial Management Level 2 certification must be obtained within 12 months of appointment.
