Job Description

The Senior Technical Delivery Manager is responsible for delivering large-scale healthcare projects, specifically in Digital Health, Health Information Systems (HIS), Public Health, Picture Archiving and Communication Systems (PACS), and healthcare software solutions. This role requires a thorough understanding of the healthcare landscape, particularly within the Saudi Arabian context, combined with extensive experience in software development and project management. The incumbent will lead complex projects from inception to successful implementation, ensuring alignment with national health objectives and industry standards.

Key Responsibilities:

1. Digital Health Strategy: Develop and implement comprehensive digital health strategies aligned with national health objectives and industry trends.
2. HIS Implementation: Oversee the implementation of advanced HIS solutions, ensuring seamless integration with existing systems and workflows.
3. Public Health Initiatives: Drive public health initiatives using digital technologies, including disease surveillance and population health management.
4. Software Development Leadership: Lead software development and process re-engineering, employing Agile/Scrum principles to optimize project outcomes and performance.
5. PACS Implementation: Manage the deployment and optimization of PACS systems, ensuring efficient storage, retrieval, and distribution of medical images.
6. Stakeholder Management: Collaborate with government officials, healthcare providers, and other stakeholders to ensure project alignment and support.
7. Team Leadership: Lead and mentor a multidisciplinary team of healthcare professionals and technical experts.
8. Knowledge Transfer: Provide training and capacity building to local healthcare professionals.
9. Cost Management: Implement solutions to reduce costs and maximize ROI, ensuring alignment with strategic objectives.
10. Project Oversight: Track and assess project delivery targets, supervise key resources, and manage priorities during the software development lifecycle (SDLC).
11. Technical Governance: Review project deliverables for technical soundness, adherence to scope, and meeting customer expectations.

Minimum Requirements:

1. Bachelor’s degree or equivalent experience preferred in Computer Science or Engineering.
2. A minimum of 15 years of related experience with a minimum of 7 years of experience in healthcare consulting, focusing on digital health, HIS, public health, and PACS.
3. Experience with healthcare interoperability standards and frameworks.
4. Knowledge of data analytics and business intelligence tools.
5. Experience with cloud-based healthcare solutions.
6. Certifications in healthcare management, project management, or digital health.
7. Passionate about designing solutions and necessary customization to fulfill customer requirements and deliver targeted outcomes.

Education:

B.Sc. in Engineering or Computer Science.
