Job description

***Clarification on SMP Contract: It is Supplementary Manpower service contract job in which prospective applicants are interviewed and salary determined by NEOM interview panel; and being employed under the payroll of SMP Contract (SMP Vendor). Successfully mobilized candidates would be under the visa sponsorship of SMP Vendor Company/Contract.

ROLE OVERVIEW

To lead on the technical assessment and planning of recycling, treatment and disposal assets to meet the needs of the Resource and Waste Management Department's objectives in providing quality services to its customers. The services provided will include expert advice on the use of both proven and less proven (developmental stage) solutions with the overall requirement for services to be data driven and making use of latest technologies.

REQUIREMENTS SUMMARY

The Senior Manager, Technical SMP responsibilities will include, but not be limited to:

  1. Provide expert assessment of the technology options available to be implemented in NEOM to enable and support the Department's activities and goals. Requires discussion to develop synergistic services that also support other NEOM Sectors and Regions activities with a view to implementing NEOM's circularity targets.
  2. Lead the development of core engineering and technical support services to support the Department and key clients.
  3. Oversee and ensure that the Department's core business, strategies and policies are aligned with the planning and delivery of required recycling, treatment and disposal services.
  4. Provide technical advice to the Director, Technical Development on such matters as service delivery performance, constraints and risks, complaint management and solution options, technology availability, time and cost, risk analysis, performance monitoring and reporting and input into capital and operational budget preparation.
  5. Identify and establish productive key internal and external stakeholder relationships early to assist in the efficient execution of the responsibilities associated with this position.
  6. Maintain awareness of leading policy and industry standards, trends and programs for resource collection.
  7. Contribute and support the planning and delivery of projects / technology to enable an integrated solid waste recycling, treatment and disposal service.
  8. Provide continued technical and technology support during the service delivery phase, assisting with optimizing operations and making necessary adjustments to systems to achieve this.
  9. Develop, manage and administer all aspects of the technical services function including planning and delivery of preferred technology options, including assistance with procurement.
  10. Undertake on-going analysis of data, trends, and industry standards for waste recycling, treatment and disposal.
  11. Ensuring personal safety and the safety of others by following NEOM policies and procedures, cooperating with all reasonable instructions and actively participating in all health and safety training and consultation.
  12. Help instill a culture of development, guidance and performance within Resource and Waste Management Department.
  13. Take responsibility, in collaboration with the Director, Technical Development, for building and maintaining a high-performance team.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  1. Minimum 10 years experience in the technical and commercial assessment, delivery, and oversight of advanced waste management technologies (e.g. gasification, pyrolysis, waste-to-energy).
  2. Extensive knowledge of waste processing systems and sustainable solutions that support circular economy principles.
  3. Strong understanding of integrated solid waste management planning and delivery, including both in-house and contracted service models.
  4. Proven track record in senior management roles within the solid waste sector, with experience in workforce leadership and service development.
  5. Skilled in managing high-value contracts, project delivery, and executive-level reporting and presentations.
  6. Strong leadership and strategic management skills with the ability to drive results in fast-paced environments.
  7. Excellent communication, negotiation, and conflict resolution skills to engage effectively with internal and external stakeholders.
  8. Highly organized with the ability to manage multiple projects, prioritize tasks, and meet deadlines.
  9. Proficient in analytical thinking, report writing, and presentation development.
  10. Competent in Microsoft Office Suite (Word, Excel, PowerPoint).

Qualifications

  1. Master's Degree / Doctorate in a relevant subject (preferred)
  2. Qualifications in people management (preferred).
  3. Qualifications in contract management (preferred).
  4. Certification and Membership in related professional association/s.
