Job Purpose

The Talent Acquisition Specialist is focusing on the attraction and acquisition of Managerial and Leadership roles in IsDB, including Director General, Director, Manager, and Associate Manager roles as per the approved recruitment plans. The role involves executing the entire Recruitment Process cycle (Requisition-to-Joining) by proactively searching and sourcing suitable candidates, managing Headhunting and Executive Search activities, arranging Leadership Assessments and Selection Interviews, issuing job offers, and carrying out Pre-Joining and Post-Joining On-Boarding activities.

The Talent Acquisition Senior Specialist is also responsible for preparing Talent Market Research insights, Outreach and Benchmarking activities, and periodic Recruitment Analytics and Metrics. Participation in the development of the Talent Acquisition strategy and associated programs is expected, including evaluating and selecting Headhunting and Executive Search firms, Leadership Assessments methodologies, candidates sourcing channels, and employer branding activities.


Key Responsibilities

  1. Conduct regular reviews and assessments of third-party services (Headhunting and Executive Search firms, Leadership Assessments, etc.) and submit evaluation reports and recommendations.
  2. Prepare Talent Market Research insights and perform Outreach and Benchmarking activities.
  3. Execute Recruitment Analytics and Metrics.
  4. Conduct Digitization, Quality Assurance, and Information Reliability and Governance projects.
  5. Enhance the utilization of recruitment channels (website, search and recruitment firms, social networks, etc.).
  6. Manage the pre-selection processes, including screening CVs and arranging interview calls.
  7. Consolidate leadership assessment reports and present final selection outcomes.
  8. Prepare offers, negotiate with selected candidates, and manage the onboarding process.
  9. Manage internal communications and relationships between business units involved in the hiring process.
  10. Identify and recommend external service providers for recruitment and assessment.
  11. Work with IMDT to identify and recommend Talent Acquisition software/portals.

Talent Acquisition Operations

Policies and Procedures:

  1. Conduct policies and procedures reviews as per management instructions.
  2. Continuously identify more efficient ways to achieve sourcing strategies.
  3. Develop and review recruitment SLAs.
  4. Develop Headhunting and Leadership Assessment guidelines.

Knowledge Sharing

  1. Transfer knowledge to Talent Acquisition Specialists/Officers through coaching and training.
  2. Stay updated with best practices in Talent Acquisition and recommend improvements.
  3. Educate staff on Talent Acquisition trends and policies.

Reporting and Communication

  1. Provide recruitment insights and timely reports on Talent Acquisition status.
  2. Manage internal and external communications related to Talent Acquisition.
  3. Prepare periodical reports on recruitment progress and future plans.

Academic and Professional Qualifications

  1. Bachelor's degree in Human Resources, Organizational Behavior, Business Administration, or related field.
  2. Certifications from HRCI / SHRM / CIPD are advantageous.
  3. Master's degree in relevant fields is a plus.
  4. Minimum 8 years of relevant experience in Talent Acquisition, Sourcing, and Recruiting, preferably in a multilateral development bank or global organization.

Skills & Necessary Knowledge

  1. Excellent knowledge of local, regional, and global recruitment trends.
  2. Knowledge of Job Analysis, Job Designing, and Job Descriptions development.
  3. High level of confidentiality and attention to detail.
  4. Advanced presentation and interviewing skills.
  5. Advanced data-analysis and MS Office skills.
  6. Hands-on experience in HR Module and Recruitment Software.
  7. Business acumen and analytical thinking.
  8. Advanced planning and organizing skills.
