Senior National Enterprise Architecture Specialist

Job Objective:

This role is instrumental in driving the evolution of enterprise architecture within various government entities across the Kingdom. Conducting in-depth research on global best practices, actively participating in the development and enhancement of our national enterprise architecture methodology and providing strategic guidance to ensure optimal alignment between IT and business objectives.

Key Responsibilities:

• Developing and updating the national institutional architecture methodology, by conducting the necessary research and studies on international best practices and experiences related to the institutional architecture, participating in the dissemination processes to government agencies, and guiding government agencies to understand and implement the technical aspects and steps specified within the methodology.
• Developing the national institutional architecture framework and reference models for the institutional architecture by conducting the necessary research and studies on international best practices and experiences related to it.
• Collect the necessary information to track the progress made by government agencies in implementing the institutional architecture, in cooperation with the Digital Regulatory and Trust Sector, identify areas of shortcomings, and propose solutions for them.
• Collect the necessary information and data from government agencies in order to assess the level of maturity of the institutional architecture according to the national institutional architecture standards, identify areas of improvement, and discuss them with the relevant authorities in order to take appropriate action.
• Facilitate the provision of advisory support services to government agencies, regarding the implementation of national frameworks and standards and raising the level of maturity of the institutional architecture in accordance with the instructions of the direct manager.
• Prepare guidelines related to the institutional structure, which clarify all frameworks, methodologies and general guiding structures, which are a reference for government agencies during implementation.
• The process of preserving and following up on the assets of the digital government institutional structure within a central tool for the institutional structure, in accordance with the relevant policies and procedures, which facilitates referring to them when needed.
• Cooperate in assessing the maturity of government agencies with regard to the institutional structure axis, by preparing questions and setting the relevant assessment criteria, and participating in analyzing the related results, in order to accurately determine the level of maturity and enhance digital transformation efforts.
• Identify the list of government agencies targeted by training courses and awareness workshops, based on the specified work standards and procedures, and by benefiting from the results of the needs analysis and readiness assessment, in order to ensure the provision of appropriate support and enhance the effectiveness of adopting the institutional structure.
• Cooperate in developing the annual plan for training and awareness of the National Institutional Structure Methodology and develop and update the necessary training and awareness content, including the content of the Individual Institutional Structure Accreditation Test, in order to enhance efficiency and raise awareness and familiarity with the Institutional Structure Methodology.
• Facilitate the coordination of holding training courses and awareness workshops according to the established training plan, and in cooperation with the Qudrat-Tech program, in order to ensure the implementation of training programs efficiently and effectively.
• Facilitate the implementation of mechanisms for obtaining the Individual Institutional Structure Accreditation Test, in order to ensure the achievement of accreditation standards and raise the efficiency of individuals in the Institutional Structure.
• Communicate with the General Administration of Financial Planning for harmonization work with the standards and policies of government spending efficiency in developing and updating the National Institutional Structure Methodology, by holding meetings, exchanging information and coordinating efforts, in order to ensure the achievement of spending efficiency and enhance the effectiveness of the national methodology.

Required Qualifications:

• Bachelor's degree in computer science, Information Systems, or a related field.
