Job Summary:
Reporting to the Project Cluster Director, the Gateway Cluster Snr Construction Manager – Facilities and Indirect Works is responsible for overseeing the planning and compliance monitoring of logistics, temporary facilities and indirect operations for the assigned projects, which include but are not limited to Contractor temporary facilities, land access and permitting, movements of construction materials, fuels, equipment, people, waste and monitoring labour, plan, equipment across the Gateway Cluster, Interface and coordinate all Cluster Contractors Logistics Operations with NEOM Logistics providers.
Major Responsibilities:
- Responsible for all Project Management Consultant (PMC) activities related to construction logistics/indirect works for construction work delivered by main work contractors
- Understands the contract requirements for logistics within the construction contracts
- Strategic development of construction logistics plans for optimized arrangements, services of materials and services
- Overseeing the logistics and indirect operations including movements of construction materials, fuels, equipment, people, waste and ensure compliance
- Develop Scope of Work, budget, contract packaging and other commercial documents required to implement logistics provisions via service providers or contractors
- Develop and review the plans and procedures related to construction logistics such as Traffic & Logistics Plan and Temporary Facilities Plans and ensure their compliance including strict adherence to project ES&H plans, local and national regulatory codes
- Management of logistics, facilities and services, making recommendations and providing value to the customer or in address areas in need of improvement
- Supporting the Project Director and the Project delivery teams to achieve their construction delivery objectives through sound management and communication of integrated logistics and facilities planning
- Provides oversight of contractor Site Logistics Managers, Site Logistics Representatives and Data analysts
- Advise and monitoring of NEOM Logistics Provider including planning unusual movements, organizing exceptional customs clearance via NEOM government affairs and monitoring effectiveness of Logistics provider
- Managing the reporting lines to ensure cross project alignment to objectives
- Define the training requirements of all the logistics organization and manage the roll out of training, track and run the programs
- Advise, reports and advertises presentations to management relating to existing, emerging or changing logistics planning
- Mentor, motivate, manage, and act as a role-model for the team in terms of behaviours and values, and offer advice to the team and monitor their performance
Education and Experience Requirements:
A recognized bachelor’s or master’s degree in a related field
Minimum 20 years of experience in similar logistics planning and management role, preferably with contractor or PMC experience, preferably within construction or manufacturing
Required Knowledge and Skills:
- Experience in large industrial/infrastructure projects
- Experience of working in mountainous terrains, in construction of region connecting projects such as roads, rails, related utilities and other infrastructures like camps, approaches, lifestyle buildings etc.
- Knowledge of industry/regulatory codes, ES&H standards and practices and legislation
- Experience on formation and resolution of contracts administration and contractor’s performance
- Prior engagement with materials management, inventory, storage and preservation, logistics service providers, and regulatory agencies related to transportation.
- Skill in working and informing effectively, both orally and in writing, with other project functional groups.
- Builds empathy and support, engages with individuals at all levels, influences and promotes positive outcomes.
- Promotes a sustainable approach to logistics management and supply chain development.

- Experience in KSA / Middle east / GCC
