Job description

Job Purpose:

The job holder is responsible for supervising risk management activities including preparing the framework, risk assessment and mitigation to reduce risks and ensure business continuity in the Council.

Responsibilities:

  • Develop the operational plan for Risk Management in line with the business plan.
  • Ensure that Risk Management business plan is well communicated and understood.
  • Assist the section head in developing budgets and identifying resources.
  • Participate in the development of policies in compliance with requirements (legal, internal, external).
  • Manage the development of Risk Management processes, procedures, forms, and tools in compliance with policies and identify business needs for automation in coordination with Technology Services.
  • Manage the day-to-day activities of the team ensuring that work processes are implemented as required.
  • Provide subject matter expertise in risk management subjects and support in developing approaches and tools.
  • Coordinate with internal and external stakeholders including other departments, public and private sector entities, contractors, and consultants.
  • Identify sources of data, ensure data accuracy and conduct complex analysis.
  • Follow-up and handle escalated cases/issues with the Director and ensure resolution in a timely manner.
  • Develop advanced reports and submit for decision-making purposes.
  • Keep abreast of latest national and international risk management standards to identify best-fit risk management practices for CHI.
  • Develop and maintain CHI risk management strategy, standards, tools, and mitigation framework in line with best practices and lessons learned.
  • Assess and provide advice concerning developed risk management appetite, policies, guidelines, frameworks, producers, templates, forms, and criteria for risk identification, classification, assessment, and mitigation.
  • Develop and maintain framework to train CHI employees on set plans, onboard and raise awareness on new strategy, answer inquiries and concerns, and ensure continuous re-enforcement of risk culture across CHI.
  • Manage internal and external assessments to identify risks per department and activity, receive feedback from businesses/champions, and modify risk management strategy accordingly.
  • Manage risk monitoring through consolidated risk indicators and mitigation status for identified risks.
  • Ensure development and maintenance of risk register and update regularly in coordination with concerned departments.
  • Ensure support is provided to CHI departments in developing Key Risk Indicators (KRIs) for their risk register.
  • Manage the automation and maintenance of risk management modules in GRC system to maintain documentation and improve workflow efficiency.
  • Review identified, prioritized and categorized potential threats (financial, regulatory, people, operational, etc.), assess their impact on CHI, and recommend next steps.
  • Review developed mitigation and recovery plans to minimize risks and threats and ensure coordination with CHI departments in all phases.
  • Maintain regular follow-up with concerned stakeholders on risk mitigation analysis and mitigation plans development and implementation.
  • Ensure proper implementation of developed risk management plans and share reports with relevant stakeholders.
  • Evaluate CHI risk management current practices and provide subject matter expertise to identify areas of improvement.
  • Participate in the identification and recruitment of key talent.
  • Guide, mentor and support direct reports in order to execute their duties according to set policies and processes.
  • Perform on-the-job training for direct reports.
  • Provide feedback on the job performance of direct reports.

Job Qualifications:

Education, Certifications:

  • Bachelor's degree in business administration or a related field.
  • Chartered Enterprise Risk Analyst (CERA) or ISO 31000 or Enterprise Risk Management Certified Professional (ERMCP) or Certified Risk Manager (CRM) certification is required.
  • Proficient in oral and written English language.

Experience:

  • 6+ years of relevant experience.
  • Experience in operational, financial and health risk management.
  • Previous experience in government sector or regulatory bodies is preferable.
