ROLE OVERVIEW

The Real Estate Director within NEOM Authority is responsible for leading the strategic development and regulatory oversight of the real estate sector in NEOM. This role involves establishing a comprehensive legislative framework, including a real estate registry, in a scope like the scope of the Real Estate General Authority (REGA) in KSA.

The Director will also establish and oversee the provision of government services related to Real Estate including permits and licenses, according to the active laws. The services should enable regulatory compliance of real estate activities in NEOM to protect the rights of parties involved.

Additionally, the position requires managing relationships with internal and external stakeholders to facilitate effective collaboration and compliance. By completing the establishment of the real estate office regulatory frameworks, governmental services, and operating model, the Director will ensure the department functions efficiently and effectively, contributing to NEOM’s vision of innovative, sustainable urban living.

ROLE COMPETENCIES & ACTIVITIES

NEOM Real Estate Enablement

• Lead the efforts of NEOM Authority in enabling NEOM Real Estate market development, using globally leading regulatory practices.

Leadership

• Provide strategic direction and leadership for the Real Estate Office, ensuring alignment with NEOM’s overarching goals.

Legislative Development

• Lead the development of the legislative framework for the real estate sector in NEOM, including the establishment of a real estate registry and all other elements enabling the real estate development in NEOM.

Government Services Provision

• Oversee the development and delivery of government services related to the Real Estate market in NEOM, coordinating with REGA and relevant authorities. Prepare for the transition of jurisdiction to the NEOM Authority once established.

Stakeholder Engagement

• Manage relationships with internal departments within NEOM and external government agencies in KSA to facilitate legislative development and service provision.

Office Establishment

• Complete the establishment of the real estate office within the NEOM Authority, including the development of its management and operations systems from strategy to daily operations.

Team Development

• Mentor and develop departmental staff, fostering a culture of collaboration and excellence.

Policy Development and Market Research

• Conduct thorough market assessments and analyses to guide policy improvements to enable NEOM Development.

Budget Management

• Oversee the department’s budget, ensuring effective allocation of resources and financial accountability.

Compliance and Risk Management

• Ensure that all activities comply with active laws and regulations while identifying and mitigating risks associated with real estate development.

Culture and Values

• Embrace NEOM’s culture and Values.
• Act with honesty and integrity by following best practices, and upholding the robust standards and expectations set out in NEOM’s Code of Conduct.
• Maintain fair, ethical and professional work practices in accordance with NEOM’s Values and Code of Conduct.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

• 12+ years of experience in real estate development, urban planning, real estate policymaking, or a related field, with at least 6+ years of which in a leadership role.
• Proven track record of managing functions or projects in similar fields.
• Experience in developing and implementing regulatory frameworks and policies in similar fields.
• Demonstrated ability to manage strategies development and realization in similar fields.
• In-depth understanding of real estate regulations, market dynamics, and sustainable development practices.
• Familiarity with the legislative processes and frameworks governing the real estate sector in Saudi Arabia and best practices around the world.
• Strong leadership and team management capabilities.
• Excellent communication and negotiation skills, with the ability to engage effectively with diverse stakeholders.
• Strong analytical skills and proficient in project management and strategic planning.
• Excellent content development and delivery skills to enable advancing and enhancing the work developed by others, including the office team.
• Strategic thinker with a passion for innovation, sustainability in urban development, Vision 2030 and NEOM.

Qualifications

• Bachelor’s degree in real estate, law, urban planning, or a related field; Master’s, PhD’s and/or professional relevant degree preferred.
