We are seeking a Senior Principal, Project Procurement with over 15 years of experience to join our team in Riyadh. This senior leadership role is critical to driving procurement excellence across a range of complex projects, ensuring that all services, materials, and construction contracts are procured in a timely, cost-effective, and high-quality manner. The role requires deep expertise in procurement management, stakeholder engagement, and the ability to oversee the complete procurement lifecycle for large-scale development projects.
Job Description
- Procurement Management Planning:
- Develop, implement, and maintain the Procurement Management Plan (PMP) for the project.
- Continuously update the PMP to reflect the latest procurement strategies, objectives, and requirements.
- Outline and execute strategies for the procurement of services, equipment, materials, and construction in line with project timelines and budgets.
- Project Procurement Leadership:
- Lead the end-to-end procurement process, from needs identification through to tendering, contractor selection, contracting, and final certification.
- Ensure procurement activities align with project goals and objectives, ensuring the most cost-effective and quality-driven solutions.
- Review procurement requirements and current practices to identify cost optimization opportunities, applying innovative strategies such as economies of scale and long-term pricing agreements.
- Stakeholder and Vendor Management:
- Oversee the capturing of procurement requirements from internal departments and ensure clear communication with all relevant stakeholders.
- Build and maintain relationships with suppliers, contractors, consultants, and vendors to secure favorable terms and ensure smooth project delivery.
- Develop and manage bid lists and assist in the prequalification of bidders, ensuring compliance with project and legal requirements.
- Procurement Process and Documentation:
- Prepare procurement templates, bid documents, and contractual agreements in alignment with local procurement rules and regulations (including PPP projects).
- Review procurement documents and bid submissions for consistency and compliance with project requirements and regulatory standards.
- Administer bidding processes, including responding to bidder queries, reviewing clarifications, and providing recommendations.
- Financial Management & Funding Analysis:
- Conduct project finance analysis to determine funding requirements and assess high-level project funding strategies.
- Identify potential sources of funding and innovative financing mechanisms that align with the goals of the project.
- Develop detailed revenue models and advise on appropriate funding mechanisms for the project's execution.
- Schedule & Logistics Management:
- Monitor and manage procurement schedules to ensure timely delivery of materials, equipment, and services.
- Oversee the preparation of manpower plans, procurement schedules, and submittal schedules by third-party consultants.
- Ensure that all procurement activities are aligned with the Master Schedule and facilitate the timely execution of project contracts.
- Legal and Regulatory Compliance:
- Ensure all procurement practices comply with Saudi Arabian laws, regulations, and governing bodies relevant to the development sector.
- Advise on legal aspects related to procurement, including bid evaluations, contract execution, and compliance with procurement regulations.
Qualifications
- Experience:
- A minimum of 15 years of relevant experience in leading procurement for large-scale design, planning, and delivery projects within dynamic and fast-paced environments, ideally within development organizations or large urban projects.
- Proven expertise in end-to-end procurement activities, including needs identification, tendering, vendor selection, contracting, and performance monitoring.
- Knowledge & Skills:
- Deep understanding of the procurement lifecycle and cost optimization strategies within large-scale development projects.
- Comprehensive knowledge of governing bodies, committees, and regulatory organizations relevant to the development sector within Saudi Arabia.
- Strong leadership skills with the ability to manage complex procurement processes and coordinate with multiple stakeholders and contractors.
- Exceptional interpersonal, written, and verbal communication skills to engage and influence senior stakeholders and suppliers effectively.
- Education & Certification:
- A relevant degree in Procurement, Engineering, Construction Management, or a related field.
- Professional certification(s) in procurement management (e.g., CIPS, PMP) are highly desirable.
- Additional Skills:
- Strong analytical skills to evaluate financial and procurement data.
- Fluency in English; proficiency in Arabic is an advantage.
