About the Role
Partnering exclusively with a Tier 1 Chemicals Manufacturer in the KSA. Our customer is seeking a highly motivated and experienced Engineering Project Manager to lead complex capital and strategic projects within their chemical manufacturing operations. The ideal candidate will have a strong engineering background and proven project management experience within environments manufacturing amines, glycols, ethylene, LDPE, LLDPE, HDPE, polyurethanes, polyols, or isocyanates.
This role is essential to ensure products are manufactured and delivered safely, on time, within budget, and in compliance with regulatory, quality, and EH&S standards.
Key Responsibilities
- Lead end-to-end project execution, from planning and design through commissioning and handover, aligned with chemical manufacturing objectives.
- Develop detailed project charters and execution strategies in collaboration with key stakeholders including plant operations, engineering, EHS, and supply chain teams.
- Prepare and manage comprehensive project budgets and schedules; monitor KPIs, track costs, and ensure project stays within scope and timelines.
- Coordinate internal resources and liaise with third-party contractors, engineering consultants, and vendors to align with project goals.
- Ensure robust project documentation and adherence to engineering standards, quality systems, and process safety protocols.
- Oversee the execution of projects involving process plant expansions, debottlenecking, retrofits, and new technology integrations.
- Apply rigorous change management and risk management strategies to mitigate potential impacts to timelines or plant operations.
- Ensure compliance with internal governance and external regulatory requirements, especially those related to hazardous chemicals and process safety.
- Provide leadership, mentoring, and coordination across multi-disciplinary engineering teams and field resources.
- Continuously seek improvements in project delivery through lessons learned, technology application, and lean project principles.
Qualifications & Experience
- Bachelor's Degree in Engineering (Chemical, Mechanical, or related discipline)
- Preferred: Master's degree in Project Management, Business Administration, or Engineering Management
- 10-18 years of proven project management experience in the chemical/petrochemical or polymer manufacturing industry
- Experience managing capex projects ($5M$100M) in live production environments
- Familiarity with LDPE, LLDPE, HDPE, polyurethanes, amines, or glycol production processes is highly advantageous
- Strong working knowledge of engineering standards, EH&S regulations, and process safety management (PSM)

- Proficiency in project management tools (Primavera P6, MS Project, etc.)
- Knowledge of lean project delivery and risk mitigation strategies
- Solid understanding of piping, instrumentation, equipment design, and chemical plant operations
