Job description

Develop a common internal project implementation framework in coordination with the Strategy Executive Director by defining milestones, metrics and KPIs to ensure that all involved stakeholders are aligned as well as efficient strategic project management of internal projects.

Review all internal strategic projects’ objectives to safeguard its alignment with the organization’s objectives and adherence to required policies and principles.

Oversee and manage the development of all PMO related guidelines pertaining to Cost, Schedule, Estimate, and other project management areas.

Liaise with the internal project owners from different JCDC functions to define the project scope, project targets/objectives and high-level project plans and translate desired business benefits into clear and achievable project objectives.

Facilitate effective alignment, reporting and delivery of all projects to ensure it is being executed within agreed timelines, quality standards and budget.

Coordinate the analysis of organizational performance data and the identification of initial root causes in cases of deviations, to recommend corrective actions to improve strategic performance.

Supervise assessment and monitoring activities, including controlling of business processes that drive business results to ensure that internal projects meet business objectives.

Identify improvement opportunities related to processes and procedures for internal strategic projects, and implement changes based on priority levels to contribute to the efficiency of operations across JCDC.

Create and maintain a database of benchmarking studies, cost estimation baselines, and other methodologies tools needed to fulfil PMO mandate.

Oversee projects cost estimations and investigate any significant variances to ensure compliance to organizational budget and effective cost control.

Direct the Vision Realization Office (VRO) strategy / orientations and monitor the performance of the department to ensure that strategic objectives are achieved and aligned with the Saudi Vision 2030, including JCDC business needs and financial targets.

Plan and define project goals and objectives to ensure alignment with the VRO purpose and mission.

Oversee the development and implementation of VRO plans and projects to meet JCDC standards, requirements and needs. Analyze the business environment in KSA, the region, as well as project trends to identify new business opportunities that are aligned with VRO and JCDC strategic plans.

Oversee the development of project feasibility studies, plans, schedule, budgets, policies, processes, and governance framework for all approved strategic initiatives to drive the success of project implementation.

Oversee the development and implementation of a clear project roadmap to ensure consistency of approaches and procedures.

Establish and maintain stakeholder relationships (investors/companies) to identify and launch project opportunities and secure alignments.

Develop and direct the implementation of the department strategy ensuring alignment to divisional strategy, JCDC’s vision, mission, and corporate objectives.

Ensure that department strategy and related strategic plans are developed and implemented, which are aligned with the vision and mission of the organization.

Ensure the provision of subject matter expertise for the assigned domain and provide counsel to JCDC leadership on all related areas to facilitate the achievement of JCDC’s strategy and divisional strategies.

Manage the effective achievement of departmental objectives through effective leadership and by setting of individual objectives, managing performance, developing, and motivating team to maximize performance.

Lead the talent development initiatives for the assigned department, collaborating with discipline experts and thereby ensure the availability of talent to fit business requirements.

Oversee the consolidation and recommend the department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.

Develop and lead the implementation of the department’s policies, systems, processes, procedures, and controls so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.

Lead the management of change through continuous improvement of department systems, processes and practices taking into account global standards and changes in the business environment which demand proactive action plans.

Ensure that all department reports are prepared timely and accurately and meet JCDC requirements, policies and quality standards.
