Project Engineering Lead - MARINA

Job Description:

Parsons is looking for an amazingly talented Project Engineering Lead - MARINA to join our team!

The Engineering Lead for Construction Delivery shall be responsible for leading the construction engineering planning, engineering reviews, and interfacing throughout the works. They shall also assist the other construction teams in any engineering matters as required. The Engineering Lead shall lead the Construction Engineering Team throughout the works to establish the best engineering practices on site at all times.

Directly reporting to the Head of Marina Construction, the Project Engineering Lead ensures the works are carried out on site to the highest safety standards as required by NEOM.

Key Responsibilities:

1. Lead the delivery (time, cost, quality) of assigned packages.
2. Engage with key stakeholders to identify project objectives and deliverables.
3. Ensure timely delivery of all documentation required for the engineering aspects of the works.
4. Coordinate engineering works for the construction of The Marina Works aligning with the requirements of the Marina Modules.
5. Review work plans and options produced by the pre-contract team and provide comments.
6. Liaise with the Health Safety and Welfare (HSW) team to ensure alignment with HSW requirements for NEOM.
7. Assist the Construction Logistics Team in preparing site establishment plans and works.
8. Produce outline detailed work package plans for scheduling of the works.
9. Liaise with Package Contractors to establish detailed work plans and methodologies.
10. Review contractor submittals and ensure implementation of all NEOM standards and procedures during execution.
11. Report on all engineering matters regularly and undertake reviews of the Construction Engineering Team staff, providing feedback to the Head of Marina Construction.

Minimum Qualifications:

1. Bachelor's and/or Master's degree in engineering from a certified educational program.
2. Minimum 15 years of experience in the engineering design and/or construction industry with increasing responsibility in engineering and construction leadership, particularly in a Marine environment.
3. Preferred experience in engineering and/or leadership in KSA or the wider Middle East.
4. Experience with construction project scheduling and budgeting (knowledge of construction management software, such as Primavera P6 or Oracle Primavera P6 Professional, is advantageous but not essential).
5. Experience managing contractors, subcontractors, and suppliers.
6. Experience with construction safety and quality control.
7. Experience with contract administration and leading teams.
8. Experience in dispute resolution.
9. Knowledge of sustainable construction practices, Lean construction principles, and Building Information Modeling (BIM) is advantageous but not essential.
