Primary Responsibilities :

The Procurement Manager will lead the procurement function to ensure efficient sourcing of goods and services for high-quality project delivery. This role involves developing procurement strategies, managing vendor relationships, ensuring compliance, and optimizing costs while maintaining quality and project timelines.

Key Responsibilities:

  • Develop and implement comprehensive procurement strategies aligned with operational and strategic objectives.
  • Oversee the procurement of materials, equipment, and services, ensuring timely and cost-effective delivery.
  • Negotiate contracts with suppliers and subcontractors to secure favorable terms while maintaining quality standards.
  • Establish and maintain a reliable vendor database, evaluating suppliers for cost-effectiveness, reliability, and quality.
  • Collaborate with project teams to forecast procurement needs and ensure alignment with project timelines and budgets.
  • Monitor market trends and pricing fluctuations to identify cost-saving opportunities.
  • Ensure compliance with local and international procurement regulations, company policies, and industry standards.
  • Manage the tendering process, including preparing requests for proposals (RFPs), evaluating bids, and awarding contracts.
  • Implement and oversee a structured purchase order management system to effectively track procurement activities.
  • Analyze procurement data and generate reports on key metrics such as cost savings, supplier performance, and procurement timelines.
  • Build and maintain strong relationships with suppliers, subcontractors, and internal stakeholders.
  • Lead risk management initiatives to address supply chain disruptions and mitigate potential project delays.
  • Drive digital transformation within the procurement function by adopting procurement management tools and systems.
  • Provide training and mentorship to the procurement team to enhance skills and ensure adherence to best practices.

Qualifications:

  • Bachelor’s degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field.
  • 8+ years of experience in procurement, preferably in real estate development or construction projects.
  • Knowledge of local and international procurement standards and best practices.

Skills:

  • Proven expertise in strategic sourcing, contract negotiation, and vendor management.
  • Strong understanding of procurement regulations, supply chain management principles, and market dynamics.
  • Excellent analytical and problem-solving skills with the ability to identify cost-saving opportunities.
  • Proficiency in procurement tools, Microsoft Dynamics, and advanced Excel.
  • Exceptional negotiation and communication skills to build strong relationships with suppliers and stakeholders.
  • Fluency in both Arabic and English.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Results-oriented mindset focused on achieving operational efficiency and cost optimization.
