Job description

Objective of the Position:

Direct supervision of procurement contracts-related processes, ensuring the execution of procurement operations in alignment with approved strategies. Oversee service and supplier agreements, evaluate suppliers, and ensure the quality and compliance of procurement requirements.

Key Responsibilities and Duties:

  1. Planning and Supervision:
    • Develop procurement strategies, plans, and operational programs to ensure department objectives are met.
    • Identify and prioritize procurement needs while ensuring adherence to policies and best practices.
  2. Supplier Evaluation:
    • Supervise the daily procurement activities, including evaluating and selecting approved suppliers, soliciting bids, and comparing offers.
    • Ensure materials and services are acquired on time with the best quality and lowest cost.
  3. Supplier Relations:
    • Maintain effective relationships with both local and international suppliers.
    • Build a wide supplier database, evaluate their pricing, performance, and product/service quality, and provide recommendations to senior management.
  4. Reports and Analytics:
    • Oversee the preparation of procurement reports, cost monitoring, and analyses, ensuring that findings and recommendations are presented to senior management.
  5. Negotiations and Contracts:
    • Manage contract discussions with suppliers, ensuring alignment with approved policies.
    • Guarantee the availability of all required materials and services for smooth operations.
  6. Compliance:
    • Supervise the receipt and evaluation of supplier bids and proposals to ensure compliance with administrative and operational standards.
    • Maintain updated records of frequently consumed materials, key suppliers, and all procurement processes in accordance with approved systems.
  7. Documentation:
    • Prepare and review tender documents, including criteria for bid evaluation and contract conditions.
    • Analyze and review tender submissions, ensuring compliance with terms and legal requirements.
  8. Tender Management:
    • Announce tenders, identify target audiences, and ensure timely follow-up of submissions.
    • Analyze financial and technical proposals, comparing and recommending the best offers per policies.
  9. Miscellaneous:
    • Complete any tasks assigned by the direct manager within the scope of responsibility.

Performance Indicators:

  • Efficiency: Quality of procurement activities and adherence to timelines.
  • Communication: Coordination with internal departments and external stakeholders.

Required Qualifications:

Education:

  • Bachelor’s degree in a related field (e.g., Business Administration or similar).

Experience:

  • 3 to 5 years of experience in procurement or related fields, with a focus on tender and contract management.

Knowledge:

  • Comprehensive understanding of procurement management, tenders, and contract operations.
  • Proficiency in drafting contracts and agreements.

Skills:

  • Strong negotiation and conflict resolution skills.
  • Time management and organizational skills.
  • Problem-solving capabilities.
  • Familiarity with procurement laws, tender regulations, and contract drafting.

Languages:

  • Proficiency in Arabic (required).
  • Proficiency in English (preferred).

Tools & Technology:

  • Proficient in Microsoft Office applications.
  • Familiarity with electronic tendering systems.
