ROLE OVERVIEW

The Performance Management Manager plays a crucial role in driving strategic execution and organizational effectiveness at NEOM. This role is responsible for developing, implementing, and continuously improving a robust performance management framework that aligns with NEOM’s strategic objectives. The Performance Management Manager will collaborate with key stakeholders across the organization to establish KPIs, monitor performance, identify areas for improvement, and facilitate data-driven decision making. The Performance Management Manager will be reporting to the Director of Strategy Development.

REQUIREMENTS SUMMARY

  • Proven experience in performance management (5-7 years), with at least 1 year in a managerial role.
  • Strong knowledge of performance management frameworks and tools, particularly the Balanced Scorecard approach.
  • Expertise in KPI development, monitoring, and analysis for strategic alignment.
  • Proficiency in performance management software, including data visualization and reporting tools.
  • Excellent analytical skills to translate performance data into actionable insights.
  • Strong project management and cross-functional team leadership abilities.
  • Effective risk identification and mitigation skills, with the ability to address strategic execution bottlenecks.
  • Strong interpersonal and stakeholder engagement skills, with a proven ability to build and maintain relationships.
  • Flexibility to adjust engagement strategies based on changing circumstances or feedback.
  • Uphold ethical standards in all stakeholder interactions and communications.

ROLE COMPETENCIES & ACTIVITIES

The Performance Management Manager responsibilities will include, but not be limited to:

Framework Development and Implementation

  • Develop and update the performance management framework and scorecard for NEOM and NEOM Company, ensuring alignment with the Balanced Scorecard approach.
  • Guide the development and ongoing refinement of strategic KPIs for key stakeholders.
  • Manage off-cycle KPI and target change requests to ensure they remain aligned with strategic objectives.
  • Support the development and implementation of performance management methodologies, tools, and systems.

Performance Monitoring and Analysis

  • Monitor and track the performance of strategic initiatives and projects, proactively identifying trends, deviations, and potential issues.
  • Design dashboards and other performance reporting templates highlighting NEOM’s performance at different levels of granularity.
  • Analyze performance data to identify areas of strength and weakness and provide insights to inform strategic decision making.
  • Conduct post-project reviews and capture lessons learned to drive continuous improvement.

Stakeholder Engagement and Risk Management

  • Build and maintain strong relationships with key stakeholders involved in the performance management process.
  • Proactively flag risks and bottlenecks and work with relevant stakeholders to develop and implement resolution strategies.
  • Escalate and forward major project risks, ensuring effective mitigation.
  • Prepare and disseminate regular reports on NEOM’s performance to all key stakeholders.

Leadership

  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills, and Experience

  • Strong understanding of performance management frameworks and tools, including the Balanced Scorecard approach.
  • Excellent analytical and data interpretation skills, with the ability to translate data into actionable insights.
  • Proficiency in using performance management software and tools.
  • Proven ability to manage projects and lead cross-functional teams.
  • Effective communication and presentation skills, with the ability to convey complex information clearly and concisely.
  • Ability to identify risks and bottlenecks in strategy execution and develop mitigation strategies.
  • Strong problem-solving and decision-making skills.
  • Excellent interpersonal skills and the ability to build relationships with diverse stakeholders.

Qualifications

  • Bachelor’s degree in Business Administration, Engineering, Finance, or a related field.
  • Master’s degree in a relevant field is preferred.
  • 5-7 years of relevant work experience in performance management, with a minimum of 1 year in a managerial role.
  • Professional certifications in performance management are a plus.
