ROLE PURPOSE

The successful candidate will shoulder the responsibility of orchestrating the development, integration, and seamless delivery of city services to both residential and commercial tenants within OXAGON, including policy creation.

Given OXAGON’s current developmental stage, a pivotal aspect of this role will involve closely collaborating with various entities within NEOM to harmonize the comprehensive development of services and the associated infrastructure and assets, all the way from inception to implementation. This individual will play a central role in crafting a comprehensive strategy for ensuring that these services are fully operational from Day 1, which includes actively participating in the policy creation process. Such services encompass not only the fundamental city infrastructure, such as utilities and transportation systems but also extend to critical social infrastructure, including healthcare and education services, as well as essential economic services like business licensing and labor development programs.

KEY ACCOUNTABILITIES & ACTIVITIES

  • Collaborate closely with entities across NEOM to understand their operations and actively contribute tothe policy creation for municipal city management in their respective areas of responsibility.
  • Gather and disseminate essential technical inputs to support other NEOM entities in formulating policies and strategies for delivering services to OXAGON. Serve as the primary point of contact for these entities, fostering a collaborative approach.
  • Develop and meticulously document the operating model for all municipal services provided to residentsand tenants within OXAGON.
  • Facilitate and champion the integration of services when necessary to ensure a cohesive deliveryapproach, enhancing service quality while minimizing inefficiencies and resource wastage.
  • Take a hands-on approach to oversee the development of critical infrastructure and services vital to OXAGON residents and businesses, with an approval role to ensure alignment with OXAGON residents’ needs.
  • For services managed by OXAGON, lead the procurement of suppliers or the development of in-house delivery capabilities as needed.
  • Coordinate the day-to-day management of the city, working in close conjunction with OXAGON Asset Management, NEOM’s utility providers, and NEOM Authority Municipal Affairs to ensure seamless operations.
  • Conduct comprehensive research and studies to gain insights into the evolving needs of OXAGON’sfuture residents and small business tenants.
  • Actively participate in the creation of programs aimed at enhancing customer experience, improvingprogram integration, and aligning stakeholders effectively.
  • Monitor and report on the progress of program and city service delivery, proactively managing andmitigating risks or delays as they arise.
  • Continuously enhance the quality of city services through effective coordination and collaboration withOXAGON, NEOM, and government stakeholders.
  • Coordinate financial objectives and strategies between OXAGON Development Company and other keystakeholders.
  • Develop compelling business cases and financial justifications for the implementation of new andinnovative services that OXAGON intends to introduce.
  • Build a proficient team to execute the necessary activities and provide guidance and supervision to directsubordinates, offering constructive feedback and mentoring to enhance their performance.

  • Exceptional project management skills
  • Exceptional stakeholder management skills to resolve complex and sensitive problems
  • Strong interpersonal and communication skills
  • Pragmatic, customer-focused mindset
  • Experience of managing major infrastructure and/or complex transformation programmes
  • Ability to creatively develop solutions in ambiguous situations
  • Experience in municipal policy creation.
  • 10+ years’ experience in city services, civic engagement, and / or major development programs
  • Ability to manage and grow a team of direct reports.

Qualifications

BSc educated in appropriate discipline.
