Job Purpose
Provide operational SHES support, direction, guidance and leadership to CCC Construction Projects in area of assigned responsibility.
Provide oversight and support project SHES Managers to ensure compliance with CCC corporate and client specific SHES expectations as well as legal and other requirements. Communicate and effectively resolve compliance issues where applicable.
Take the lead in serious injury and fatality (SIF) incident investigations and maintain impartiality and confidentiality of related investigations and outcomes. Assist in drafting related root cause analysis reports and corrective action plans.
Provide guidance and support to all projects in developing project specific SHES Plans & Procedures through clear planning, formal communication and interface between all involved parties.
Support the project management in the preparation for site mobilization and provide expert Safety, Health, Environment and Security (SHES) advice and guidance to all Project Management Teams and Subcontractor managers, and disciplines during the initial mobilisation phase of the projects, to achieve the CCC's Mission of protecting its people, assets and environment.
Manage the relevant elements of the SHES Management system, its procedures and programs and verify, monitor and advise upon the effective and efficient implementation of risk control and mitigation measures at site in accordance with the requirements stipulated in the CCC Corporate SHES Management System and Contractual requirements of each project.

Reports to Group-HSE Director.

Functional Reports: Group-HSE admin teams, Project SHES Managers.
Internal
Contact with relevant Group-HSE team members, Project Teams as and when required, Area Managing Directors, and frequent interfaces among various CCC project teams and departments, as well as client project teams on issues relating to the position. This requires effective communication, initiative, flexibility and an ability to influence and induce collaboration.
Manages Project SHES Managers at site during Construction and Commissioning phase and coordination of functional support from CCC Group-SHES functions where required.
External
Interface with Client and CCC Project Management and SUBCONTRACTOR(s), Suppliers and Vendors, in SHES related matters.
Contact and interface with external parties, e.g.: Client representatives, Regulatory Authorities, MOI, MOE, as and when required.
Contact with other stakeholders including Government, Third Party contractors, vendors and service providers, as required.
Job Context & Major Challenge(s)
Supports the Group-HSE, Project HSE and Project Management in terms of SHES requirements to ensure that CCC Corporate HSE Management System, Policies and Procedures are implemented throughout the Area of Assignment.
This position is involved in the management and site implementation of Safety, Health, Environmental and Security throughout the assigned area and collaborates with relevant departments, Area Managers and Directors and project disciplines to protect the well-being of the CCC Company Personnel.
Jobholder manages activities of assigned area, implements approved SHES objectives, develops solutions to SHES related issues using initiative, CCC Corporate and project procedures, best practices and personal knowledge and industry experience.
Ability to work in a multi-faced/multi-national organizational matrix with a variety of working relationships/interfaces. Senior level position with broad technical and managerial skills with good working knowledge of project management.
