Mechanical Technician

Parsons is looking for an amazingly talented Principal Electrical Engineer to join our Jazan Program in Saudi Arabia! Manages design and preparation of technical RFPs, provides pre and post award support to PMD / CPD / Construction. Provides technical support across all disciplines to coordinate the development and implementation of the engineering portions of assigned projects.

What You'll Be Doing :

1. Develops scope of work for design tasks in coordination with the TSS and stakeholders. Coordinate in preparation review and issuance of Task Orders including review of AEs technical and commercial proposals.
2. Manages overall design from concept, Design Development (DD) and Construction Documents (CD). Works closely with the AEs and reviewers, provides necessary coordination for data acquisition, and 3rd party reviews. Conducts design review meetings.
3. Assists in coordinating the compilation of technical portions of Requests for Proposal (RFP) for both the design and construction portions of assigned projects. Analyzes data pertaining to client requirements to assist in the definition of technical aspects of detailed scope of work.
4. Coordinates with Technical Support Section (TSS) for the development of design specifications, and ensure adequate information is provided for clarity of interpretation of required scope of work.
5. Participates in the technical evaluation of potential bidders for contracts on assigned projects, and in recommending shortlists of qualified contractors. Coordinates the technical analysis and evaluation of bids proposed.
6. Assists in compiling technical portions of definitive contracts.
7. Monitors technical progress of A / E contractor. Coordinates the review of design drawings, specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by A / E construction contractor for all phases of contract.
8. Provides requested technical information to A / E or construction contractor regarding interpretation of specifications, and other technical guidance as required. Requests technical information or clarification of submitted data from A / E construction contractor as required.
9. Supervises and coordinates activities of Project Engineers and other personnel assigned to him.
10. Prepares reports and presentations on assigned projects. Coordinates with PMD progress reporting and evaluation for the assigned projects.
11. Manages AE Consultants contracts when assigned as the Authorized Representative (AR).
12. Provides input in review of monthly invoices and quarterly performance evaluation for the AE.
13. Provides technical support during pre-award stage including but not limited to Bidders Q&As, addendums, bid evaluation, release of final IFC drawings etc.
14. Provides assistance to TSS with design reviews as required.

What Required Skills You'll Bring :

1. Bachelor degree in Electrical / Electronic Engineering from a Western University with a minimum of 15 years of experience in substations and Power Systems design.
2. Previous experience of working in the Middle East and knowledge of Saudi electrical regulations will be considered an advantage.
3. Registration in Country of Origin in an Engineering Professional Association equivalent to US PE or UK Chartered Engineer status is essential.
4. The ability to communicate effectively in spoken and written English is essential.
5. Must have sound overall experience in planning and designing systems for commercial, institutional, and industrial facilities.
6. Capable of reviewing designs carried out by A / Es for high voltage, medium voltage (13.8 to 34.5kv) and low voltage power, indoor lighting, outdoor and road lighting, ground communication, and fire alarm systems.
7. Must have used ETAP or similar software to perform electrical studies.
8. Experienced in the preparation of Bid Documents.
9. Good knowledge of working in a BIM Environment would be an advantage.
10. Experience in designing (from conceptual to detailed) electrical systems for residential, commercial and institutional facilities is desirable in the following areas :
11. Medium and low voltage power systems one-line diagram and electrical rooms equipment layout.
12. Underground and exposed conduit and cable tray runs.
13. Calculations for demand load estimates, for sizing major equipment and circuits and selective protection coordination.
14. Lighting systems indoors and outdoors, calculations and physical layout.
15. Fire protection and communication systems one-line diagrams and physical layout of equipment and device.
16. Must have thorough knowledge of National Electrical Code, IEEE, ANSI, IESNA, NFPA.
17. Design experience (from conceptual to detailed) with utility and industrial facilities is desirable :
18. Medium voltage power distribution substation one-line diagram and equipment layout of major equipment.
19. Medium voltage switchgear.
20. Protective relaying schemes for medium voltage bus, transformer, cable and overhead line protection.
21. Station Automation System, switchgear control, monitoring and metering.
22. SCADA.

What Desired Skills You'll Bring :

1. Medium voltage power distribution layout with cables in duct banks and direct buried and corresponding ampacity calculations.
2. Thorough knowledge of IEEE, ANSI, and IEC Standards.
3. Provides technical support during pre-award stage including but not limited to Bidders Q&As, addendums, bid evaluation, the release of final IFC drawings etc.
4. Provides assistance to TSS with design reviews as required.
