Job Title: Maintenance Engineer

Location: Arar, Saudi Arabia

Job Responsibilities:

1. Assist / Lead turnaround assurance review or cold-eye review of turnaround preparation of different facilities to ensure predictable outcomes and improvements.
2. Review the progress and quality of deliverables during the turnaround life cycle and provide recommendations for improvements.
3. Influence and motivate turnaround planning teams to implement best practices and lessons learned to enhance quality, safety, and competitiveness.
4. Review implementation of stage-gated turnaround processes across various facilities.
5. Conduct risk management, scope challenge, and schedule challenge workshops for turnarounds.
6. Assist / Review Key Performance Indicators for turnarounds.
7. Keep abreast of significant developments in new technologies to improve turnaround performances.
8. Lead and run Community of Practice to collect and disseminate best practices and knowledge between all refining and petrochemical assets.
9. Develop and coordinate maintenance programs, procedures, and systems across maintenance activities, ensuring their effectiveness and continuous improvements.
10. Participate in major Turnaround & Inspection (T&Is) and emergency plant shutdowns, focusing on planning, scheduling, quality assurance, and execution.
11. Provide technical support to maintenance teams by developing repair procedures and monitoring ongoing repairs.
12. Lead or participate in scope development, contract strategy, technical bid evaluations, and procurements for efficient and cost-effective execution.
13. Review and approve repair procedures to ensure compliance with industry standards and best practices.
14. Evaluate and review design packages for small projects, covering scope of work, assembly/erection procedures, welding procedures, NDT requirements, material selection, and technical drawings.
15. Lead the planning, procurement, and execution of expense projects to optimize efficiency and resource utilization.

Minimum Requirements:

1. 12 years of experience in Turnaround Management, specifically in the Oil & Gas Downstream sector (Refining & Petrochemicals).
2. Experience with turnaround planning software such as Prometheus, ROSER, Primavera P6, and other end-to-end solutions for turnaround and outage management.
3. Knowledge and experience in turnaround stage-gated concepts.
4. Experience in conducting turnaround assurance is preferred.
5. Understanding of competitiveness and Solomon indices pertaining to turnaround performance.
6. Experience in turnaround budgeting and cost optimization.
7. Experience in contracting strategy, contract scope preparation, and technical bid evaluation for turnaround contracts.
8. Experience in turnaround materials & resources management.
9. Experience in close-out activities such as critique, post-turnaround reports development, and lessons learned documentation.
10. Experience in turnaround risk management.
11. Experience in cost benchmarking such as Solomon is preferable.
12. SAP system proficiency is required.
13. Project Management Professional (PMP) certification is preferred.
14. Degree: BS in Mechanical Engineering.

Preferred Certifications:

1. FE, PE, API, NACE, or ASME.
