Lead Estimator - Facilities Managment

The Tendering Lead will play a critical role in our Facilities Management team, particularly by managing the preparation of competitive and technically accurate proposals. This individual needs to be skilled at analyzing and interpreting RFPs especially in Arabic and English and translating these into structured, high-quality proposals that can effectively position us to win contracts. The focus is on candidates with 4-5 years of experience in a facilities management environment, ideally someone with a solid engineering background who has also developed a good grasp of the Saudi market and its unique requirements.

Primary Responsibilities:

1. Analyzing RFPs: Reviewing technical RFPs in both languages, identifying the scope, risks, and critical requirements.
2. Drafting Proposals: Developing proposals that are not only technically sound but also present our service capabilities in a clear, concise, and visually attractive manner. This includes detailing solutions, methodologies, and pricing structures.
3. Documentation and Presentation: Preparing technical documentation and, when needed, presenting proposals to internal teams and clients to clarify the technical aspects.
4. Commercial Analysis: Working on costing and profitability, often collaborating with the Finance, HR, and procurement teams to incorporate accurate numbers and budgeting.
5. Continuous Improvement: Keeping a record of past proposals, including successes and lessons learned, to improve our approach in future submissions.
6. Compliance and Quality: Ensuring all documentation meets compliance standards and client expectations, with post-submission reviews to gather feedback and refine our approach.

Desired Candidate Qualifications:

The ideal candidate should have a Bachelor's degree in Engineering (Mechanical, Electrical) and 4-5 years of hands-on experience in tendering or proposal development within a facilities management context. Bilingual fluency in Arabic and English is essential, as is the ability to write technically accurate proposals. They must be detail-oriented with strong mathematical skills to handle cost estimations and financial analysis.

The candidate should also have experience working with platforms like Etimad and Ariba, as well as other similar procurement and tendering platforms, as familiarity with these tools will be essential for navigating technical submissions and client requirements. Additionally, strong presentation skills to effectively communicate with internal stakeholders and clients, a quick learner who can adapt to new requirements, and someone organized enough to manage multiple proposals simultaneously are also key.

Key Competencies and Experience:

• Expertise in technical writing, especially for RFP responses.
• Proven ability to present technical details to a non-technical audience in a clear manner.
• Experience within the Saudi market is highly preferable to ensure familiarity with local standards and industry trends.
• A record of success in developing winning proposals would be beneficial.
• Good knowledge of commercial terms often used in contractual agreements and proposals.
