ASMO aims to be operational in 2025 and provide reliable end-to-end integrated procurement and supply chain services for companies across the industrial, energy, chemical, and petrochemical sectors. Our focus customers in the short term will be Saudi Aramco and its Affiliates. In the long term, all the industrial sectors within Saudi Arabia aim to reach the MENA region.

Objective:

The IT Budget Analyst is responsible for managing and overseeing the financial aspects of IT operations within ASMO. Their primary role is to develop, monitor, and control the IT budget, ensuring that IT expenditures align with strategic goals, optimize resource allocation, and provide value to ASMO. The role holder will have knowledge of the rules, procedures and in some cases, the principles and practices within the IT Budgeting discipline. They will be tasked with selectively extracting, verifying, and compiling objective and measurable data. In some instances, they may determine the course of action based on established principles and modify existing processes and methods.

General Responsibilities:

  • Collaborate with IT and business stakeholders to understand strategic objectives and IT investment needs; contribute to developing the annual IT budget, considering factors such as project requirements, operational costs, maintenance expenses, and resource needs.
  • Analyze historical data, trends, and forecasts to estimate future IT expenditures and justify budgetary requests.
  • Monitor and track actual IT spending against budgeted amounts, identifying variances and potential cost overruns.
  • Conduct regular budget reviews and provide financial reports to IT and finance management.
  • Implement cost control measures, such as expense optimization initiatives, vendor contract negotiations, and resource allocation adjustments.
  • Analyze financial data to identify cost-saving opportunities, inefficiencies, and areas for optimization.
  • Prepare financial reports, forecasts, and cost-benefit analyses for IT initiatives and projects; provide insights and recommendations to IT and finance management based on financial analysis and performance metrics.
  • Assist in the development of business cases for IT investments, including cost estimates, financial justifications, and return on investment (ROI) analysis.
  • Review and analyze vendor proposals, pricing models, and contract terms to optimize vendor relationships and minimize financial risks; track and monitor contract renewals, license agreements, and maintenance fees to ensure alignment with budgetary guidelines.
  • Recommend training and development interventions for team members to build their capabilities.
  • Contribute to the identification of opportunities for the continuous improvement of systems, processes and practices to increase productivity and operational efficiency.
  • Implement all relevant IT Strategy & Governance department’s policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner.
  • Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies and standards.

Qualification:

  • Bachelor’s degree in finance, accounting, business administration or equivalent from a recognized and accredited university is required.
  • Master’s degree in finance, accounting, business administration or equivalent from a recognized and accredited university is preferred.
  • CMA, CFP or any relevant certification preferred.
  • Demonstrated proficiency in oral and written English.
  • 5 years’ experience in the same Field.
