Job Description
We are currently looking for HSE Officer to be based in Saudi Arabia. The HSE Officer will be responsible for overseeing all Health, Safety, and Environmental aspects of the project to ensure compliance with relevant regulations, best practices, and company policies. This is a critical role that contributes to the successful and safe execution of the project.
Key Responsibilities:
Perform site inspection of work areas, laydown areas, offices, tools, equipment, and vehicles.
Identify non-conformances and address them with the method appropriate to the severity of the non-conformance.
Develop the Emergency Response Plan and implement it.
Perform monthly HSE Self Audits.
Produce the required internal reports and upload in the BlueSky (HSE Data Management Portal of AtkinsRealis).
Produce the required HSE reports and submit for clients and stakeholders.
Identify training needs for Subcontractor personnel.
Conduct training and TBTs for all project personnel.
Implement the AtkinsRealis BlueBook GHSEMS.
Establish systems and processes designed to ensure compliance with AtkinsRealis GHSEMS.
Provide HSE documentation and support to AtkinsRealis managers and supervisors on site.
Interface with client representatives to ensure that ongoing input to the HSE processes are incorporated and that satisfaction with the results is achieved.
Maintain current, daily knowledge of all active areas, records, and reports as per HSE requirements.
Ensure that Subcontractors attend HSE training and have competent resources.
Assist the Construction / Operations Manager in follow-up of corrective actions.
Lead site HSE inspections with managers.
Conduct incident investigations and follow-ups on corrective actions.
Ensure communication with the Subcontractors HSE officers.
Inform Construction / Project Manager of HSE issues to ensure compliance with contractual, legal, and other requirements.
Lead Joint H&S Committee meetings.
Participate in meetings in which HSE topics are discussed.
Qualifications and Experience:
Generally, you will have a minimum 10 years of experience with proven knowledge as an HSE Officer or similar role in large scale construction projects.
Bachelor's Degree in Engineering, Environmental Science, Occupational Health, or a related field.
Professional certifications in HSE management (e.g., NEBOSH IGC, IOSH, OSHA) are mandatory, and it is preferred that candidates have professional HSE certification (CHMM, CSP, ARM, etc.).
In-depth knowledge of local HSE regulations, international standards (ISO 45001, ISO 14001), and industry best practices.
Strong analytical skills and the ability to conduct risk assessments and incident investigations effectively.
Excellent communication and interpersonal skills to interact with diverse project teams, contractors, and stakeholders.
Ability to implement and manage HSE management systems and drive continuous improvement initiatives.
Ability to work in a fast-paced environment and manage multiple priorities.
Proficient in using HSE software tools and applications.
