HSE Manager

Job Purpose

Establish and monitor the Contractor HSE Program and Management Systems in compliance with ISO and Company standards. Provide HSE management leadership and support at the project level. Ensure HSE goals, objectives and targets are met through personal leadership and involvement.

Key Accountabilities

1. Monitor HSE staff in executing daily activities to include site inspections, audits, and reporting.
2. Prepare weekly and monthly HSE reports, statistics and presentations related to HSE performance.
3. Manage the HSE staff and coordinate their audit schedule.
4. Monitor and track overall project HSSE performance and communicate trends and achievements.
5. Develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with ISO standards, including corrective and preventive measures.
6. Investigate HSE complaints put forward by staff members and report the results to management.
7. Coordinate and participate in the investigation of accidents and near misses. Review and analyze accidents and near miss findings and develop and track corrective actions.
8. Develop and implement focused audit strategy to align with nonconformance trends and high-risk activities to include: Keys to Life risks, Company critical activities, work permit process and implementation.
9. Develop Job Safety Analyses and pre-task analyses (Total Safety Task Instruction). Develop and maintain a Risk Register.
10. Maintain a site presence and inspect job site activities during particularly difficult or hazardous work situations.
11. Coordinate weekly safety focused walkthroughs with site management and supervision.
12. Assist Company management in the preparation and presentation of field HSE meetings.
13. Conduct weekly and monthly meetings to include mass toolbox and HSE staff.
14. Develop and maintain emergency response procedures and evacuation plans.
15. Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintain records of such drills, providing recommendations for emergency response improvements.
16. Advise site management, craft employees and subcontractors on successful implementation of Zero Harm objectives.

Education & Experience:

1. Bachelor’s degree in Health, Safety, Environment Management, Chemical Engineering (or equivalent) or relevant diploma
2. Minimum 10+ years’ experience as a HSE Manager/Lead position
3. Strong Health Safety and Environment managerial skills in similar industries
4. Practical knowledge in root cause analysis (RCA)

Skills Required:

1. Strong communication skills
2. Excellent training skills
3. Able to provide detailed audit reports, with relevant required preventive and corrective measures
4. Fluent English speaking and excellent report writing skills
5. Qualified in implementation of ISO management systems
6. Previous experience in refinery will be an added advantage
7. Qualified/certified in HSE practices
