Job description

The HSE Coordinator is responsible for reporting to the HSE Manager and coordinating with Project Managers and Service Team Leaders regarding site safety violations and routine safety performance, on a weekly or daily basis as needed. They will implement the objectives and targets of the VWT Safety Department in coordination with the HSE Manager.

Roles and Responsibilities:

Facilities (offices, warehouses, and factories)

  1. Make sure that the H&S Risk assessment and the Environmental Aspects & Impacts are prepared and approved. If not, it is your role to coordinate with the facility representative (Manager/Supervisor) to prepare both.
  2. Communicate the Risk Assessment and Aspects & Impacts with all staff and ensure that they have understood all related work activities Hazards and Controls - through awareness sessions or toolbox talks.
  3. Coordinate with the facilities representatives to revise the Risk Assessment & Environmental aspect & impact when there is any new activity/equipment/process or every year.
  4. Ensure that the facilities representative is conducting toolbox Meetings on a [at least] weekly basis (activities for the week, Hazards & Controls).
  5. Visit the facilities of your region and conduct an awareness session (1 hour) every week.
  6. Provide a weekly visit to all the facilities of your region do a visual inspection and report any major findings.
  7. Assure to do a full inspection of all the facilities of your region every month and report the findings using the HSE Compliance Checklist / Warehouse Inspection Checklist / Factory Inspection Checklist.
  8. Secure all the Emergency Equipment (Fire Extinguisher, Fire Hose Reel, First Aid Box, Emergency Lights & etc.,) are inspected by the facility representative (provide training to do the inspections) and the findings reported to the Facility department + checklists are recorded and, on the drive.
  9. Conduct the Illumination & Noise surveys every half year of all the facilities of your region.
  10. Monitor the PPE conditions of the employees working in facilities report if found any damage and make sure no employee uses damaged PPE.
  11. Follow up on all the incidents reported and work to close them by assisting in applying the corrective actions.
  12. Encourage, motivate, and support all employees to follow all the HSE rules & regulations.
  13. Ensure all the subcontractor/contractor employees are Inducted (HSE awareness + Emergency Plan) before starting the job.
  14. Make sure that all the subcontractor/contractor HSE rules & regulations documents are communicated, understood, and signed.
  15. Closely monitor all the Subcontractor/contractor activities/works and report the findings by HSE Compliance Checklist (if applicable).
  16. Safeguard the HSE Documents (Risk Assessment/LMRA, Environmental Aspect & Impact register, Work Permits Inspection forms & etc.,) are prepared and recorded before starting the works.
  17. Confirm that the waste management (separate waste bins, waste disposal, hazardous waste bins & etc.,) is being applied in all the facilities.
  18. Confirm that the Evacuation emergency and chemical spill drills are being done frequently.
  19. Continuously monitor the employee's behavior towards safety by their actions and coach them accordingly.
  20. Check the validity/expiry of the License/certificates of the equipment and the operators.

Project/Site (Operations / Oil & Gas):

  1. Coordinate with the Project Manager to prepare the Risk Assessment & Environmental Aspect & Impact register and to be initially approved through the cover sheet by the QHSE Department.
  2. Communicate closely with the Project Manager / Construction Manager / Installation Team Lead and arrange for a pre-site opening visit to the site.
  3. Ensure to identify the potential hazards at the site, Fencing, Entry/Exit means, Bulletin Board locations, designated areas to be assigned, emergency preparations (safe assembly point routes & areas, emergency equipment locations, nearest hospitals available emergency plans (by the client/contractor) &, etc.,) and welfare facilities.
  4. Identify the required safety materials/tools and communicate them to the Project Manager / Construction Manager.
  5. Integrate all the site-related HSE information with the Project Manager / Construction Manager &/or the Site Supervisor.
  6. Liaise with the construction team for the site opening visit and ensure all the requirements are fulfilled before starting the job at the site.
  7. Revise/amend the required changes on the Risk Assessment & Environmental Aspect & Impact register and to be acknowledged by yourself and the site Supervisor.
  8. Support by providing required HSE Signs, preparing Emergency Plan & Layout, and ensuring the site safety file is distributed to the site team.
  9. Implement the HSE Induction program to all the site employees and issue Site Safety Induction stickers for helmet.
  10. Ensure that all staff has the required and specific PPEs for the Job. If not, please communicate with the project engineer/manager (facility representative) to order the required PPEs.
  11. Inspect all machines (cranes and forklifts or any other machines), equipment (cutting, grinding, and welding), and PPEs before daily work starts - check for color coding and inspection forms.
  12. Continuously do routine site checks and guarantee good housekeeping and welfare facilities are available.
  13. Check the availability of Emergency knowledge for the staff, emergency response, and exit routes. If staff are not aware of those emergency procedures, make sure to highlight them for them and specify all needed information.
  14. Make sure all safety practices are applied correctly (confined space procedure, Lock out Tag out, Working at Height, Electrical safety, Chemical Loading, and unloading). Only trained and authorized employees should perform the specific work.
  15. Secure the specific First Aid kit and Firefighting equipment are available. Only trained and authorized employees should perform the specific work.
  16. Make sure all related Job work Safe Activities Signs and Posters (if any) are available/required.
  17. Make sure that all HSE Brochures and leaflets are available, understood, and followed by all Site Staff.
  18. Report all types of incidents (accidents & near misses) and find the root cause and respective corrective actions.
  19. Make sure that a Work Permit is being done for all Risky jobs/activities and well communicated to the concerned staff.
  20. Confirm that the Evacuation emergency and chemical spill drills are being done frequently.
  21. Ensure that the team is following the Road Travel Policy.
  22. Coordinate with the Project Manager &/or Commissioning Manager/Engineer to prepare the Risk Assessment & Environmental Aspect & Impact register for the commissioning activities and to be initially approved through the cover sheet by the QHSE Department.
  23. liaise with the Commissioning team and arrange to visit the site with them and advise the required arrangements/equipment or tools & etc. before starting the job at the site and that the work permit is filled and authorized to start the commissioning work.
  24. Conduct Site Induction, Toolbox Talk / Awareness session before starting the commissioning activities.
  25. Continuously monitor the activities and ensure LOTO (if required) is being applied.
  26. Ensure the Chemical Resistant &/or Electrical Insulated PPE are available and being used.

3. Customer Service Jobs & Chemical Applications:

  1. Coordinate with the Customer Service Team and accompany them during their visits to the service jobs.
  2. Ensure Last Minute Risk Assessment is prepared before starting the job.
  3. Check if Work Permits are prepared and issued.
  4. Safeguard the required PPE is available and used.
  5. Ensure the LOTO kit is available and used whenever required.
  6. Make sure that the emergency equipment is available and inspected.
  7. Inspect all the tools/equipment, color codes & checklists are applied.
  8. Make sure that the team is following the Road Travel Policy.
  9. Follow the Method Statements steps in preparing the Risk Assessment and Aspects Impacts for any job that surpasses the LMRA needs.

QHSE Commitments:

  1. Comply with applicable ethics and legislation referred to Code of Conduct policy, particularly in the fight against corruption and influence peddling.
  2. Ensure the applicable QHSE Policies and standards/requirements/procedures are being applied and maintained.
  3. Liaise with the internal or external interested parties during the QHSE audits/inspections.
  4. Ensure that all the work activities at the site/plant/project are controlled with the help of QHSE procedures, risk assessment (or LMRA) & the valid work permit.
  5. Ensure the implementation of customer satisfaction requirements.
  6. Ensure to report Incidents (near misses, unsafe conditions, unsafe actions &, etc.)
  7. Keep the documented information as evidence ensuring compliance to QHSE Management System.

Qualifications:

  1. B.Sc in any field (preferable to be in safety, HSE, Environment or similar).
  2. 5 years in relevant field with water and wastewater HSEMS field.
  3. Safety Diploma / NEBOSH IGC - NEBOSH International General Certificate in Occupational Safety Health & NVQ Level6 Diploma in OHS or Equivalent Diploma.
