Health and Safety Manager | AFGRE | Dubai

This role is required to ensure the best quality of HSE services is provided within AFGRE - DFC in a competent manner and to maintain the operations within DFC safely.
Highlight any HSE concerns within DFC immediately to Senior Management for remedial and immediate action.
This role serves to advise, monitor and supervise all of the HSE activities and to facilitate the safe and healthy running of DFC.


KEY ACCOUNTABILITIES:

The duties of the HSE Manager will include but not be limited to:

  1. By co-ordination and communication with AFGRE management, ensure that the DFC HSE requirements are understood at all levels.
  2. To plan, direct and supervise the HSE functions and activities within DFC.
  3. To establish a HSE management system and ensure its implementation.
  4. To be custodian of the AFGRE Lesson Learned and Tool box talks ensuring staff understanding.
  5. Establish Health & Safety policies and procedures for DFC. Actively manage, control and ensure compliance with the highest level of Health & Safety throughout DFC.
  6. Liaise closely with authorities, insurance companies, suppliers, main contractors, sub-contractors to ensure safety compliance and conclusion of HSE matters within DFC.

Technical & Professional:

  1. To promote a Best Practice through benchmarking and communicate the results to management for assessment.
  2. To establish Key Performance Indicators (KPI's) for HSE where trends are measured, Root Causes identified and improvement programs implemented.
  3. Ensure all HSE records both electronic and hard copy are maintained.

Budget Control:

Prepare and track HSE expense requirements across all SPV.


Contract Management:

Responsible for managing the commercial aspects of all contracts awarded to HSE service providers in coordination with FM, Finance and Commercial department. Ensure that expenses are tracked.


Minimum Qualifications and Knowledge:

  1. OHSS / NEBOSH Diploma.
  2. Fluent in English.
  3. HSE knowledge and experience within a dynamic city environment.

Minimum Experience:

5 years relevant experience in Facilities Management or engineering industry.
