To assure the Head of Academic that the Engineering and Customer Training Function Policies, Mandates and Directives are being complied with.
Responsible to the Head of Academic not just for the jobholder specific domain but also in an integrated manner appropriate to the operational and business success of the O&AT Contract.
Provide a dedicated Engineering/Customer Training Management capability to ensure compliance with the Engineering Lifecycle for all aspects of the Project.
Maintain Engineering and Training policies and develop processes, ensuring they are effectively and consistently implemented, adhered to, encouraging the use and dissemination of best practice within the Project.
Establish and maintain appropriate records and document control processes, consistent with the Document Creation, Retention and Disposal Policy.
As Subject Matter Expert (SME), lead all Training Definition activities within the Academic Wing and act as the prime Academic Training solution point of contact for all stakeholders.
Establish and maintain a Training Development Framework, including a Technical Review process. Manage the Training Solution deliverables ensuring that the competencies of the training staff, and the quality of the training solution outputs, comply with relevant discipline standards, the Systems Approach to Training and including compliance with the Engineering Functional Governance Manual (FGM).
Take the training requirements and their associated acceptance criteria and develop them into a complete Training Solution including flowing down the lower-level requirements to Product and Service Provider organizations, managing changes to the Training Solution, and supporting the production of Technical Statements of Design containing the Qualification and Certification evidence for the Training Solution design.
Carry out an appropriate level of Training Solution Assurance over work done by the Training Solution Providers.
Produce and maintain Training Performance metrics and supporting models that allow the performance of the Training Solution to be captured, measured, monitored, and reported with opportunities for improvement identified to the business.
Ensure all staff are suitably qualified and experienced to conduct Training Design, Development and Testing, Training Support, and Training Data Management.
Establish a strong working relationship with the other O&AT Operational Teams and the Academic Wing Training Delivery Team, and Standards and Evaluation (Staneval) Manager to ensure that Learning from Experience gained from operation of the Training Solution is used to optimize the Academic Wing Training Solutions.
Ensure that training solution activities carried out by the Training Support Team and associated organizations are fit for purpose and result in work delivered on-time, to specification/quality and to cost.
Ensure that any inter-team and/or external training solution dependencies are identified, their scope and content are defined, and with the dependencies reviewed and agreed with relevant Supplier/Customer.
Develop and deploy effective training solution transition risk mitigation strategies in respect of training management.
Inform any Bid negotiation activities.
Ensure compliance with Safety Health and Environment (SHE) policy and Duty of Care responsibilities.
Conduct regular assessments and identify skill gaps within the organization.
Collaborate with department heads and HR to develop Staff and team training plans.
Stay updated with industry trends and changes to ensure training programs remain relevant and up-to-date.
Coordinate and schedule external and internal training requirements.
Job Requirements:
Essential:
Educated to degree level or equivalent, and ideally Chartered Status with a relevant Professional Body.
Considerable experience and knowledge of the Training and Engineering Lifecycle Management processes (Systems Approach to Training).
Experience in Training Situational and Training Needs Analysis; Solution Design and Development (ISpecs, CSpecs, syllabus, courseware, and testing); and Training Evaluation (Internal & External Validation).
Knowledge and experience of the techniques, toolsets and procedures for data capture, analysis and reporting in order to measure and improve Business Performance.
Knowledge and understanding of project management and reporting requirements including using a project reporting system.
Programming and planning experience, preferably in a training environment.
Appreciation of the importance of Saudisation and Industrialisation to the KSA, and is able to develop supporting strategies that optimize the Training solution contribution in that regard.
A strategic manager with a track record in managing significant and diverse engineering/training projects, across all phases of the Business Lifecycle.
Desirable:
Training Speciality Certificate.
Considerable experience and knowledge of the BAE Systems Engineering and Training Governance policies and procedures.
Knowledge and understanding of Company financial and commercial practices and requirements.
Understanding of Integrated Business Planning (IBP) and financial processes, management processes, HR processes, BAE Systems and MOD commercial processes.
Experience and knowledge of RSAF practices and procedures gained through at least three years involvement with the Company’s programmes in KSA.
Ideally with knowledge and experience of working with the KSA or other Export Customers and the BAE Systems Saudi Arabia Prime Contractor role.
Certified in Training Needs Analysis, or have passed Training Needs Analysis course.
Familiarity with LOA3 and an understanding of the Training Mandates issued by the BAE Systems Saudi Arabia Maintenance and Continuing Airworthiness Directorate is preferable.
