Role Purpose
The Head Of Investigations will assist the Internal Public Safety & Security Director in building and actioning all facets of current and future NEOM Investigations and Forensics capabilities. Manages and supervises NEOM employees and NEOM contractors in delivery of all investigative and forensic services in NEOM communities and NEOM-proponent properties and functions as the main point of contact to ensure all related investigations are being appropriately handled by NEOM employees and NEOM contractors.
Key Accountabilities & Activities
Key Responsibilities
- Leads the creation of all processes, policies, and procedures for investigation of crimes, incidents, traffic collisions, special accidents and any other situation that would warrant scene documentation and follow-up at NEOM properties or NEOM Proponent-Led projects.
- Builds, plans, and actions all necessary Forensic capabilities in support of Investigative work related to crimes, incidents, traffic collisions, special accidents, or other situations.
- Identifies and recommends both current and future-focused technologies that will aid in scene documentation, thorough investigation, and forensic processing capabilities, thereby reducing reliance on human-generated work product.
- Models, ensures implementation of, and teaches best-practice scene investigation techniques.
- Models, ensures implementation of, and teaches current international best standards regarding foundational interview techniques.
- Supervises NEOM employees and NEOM contractors in assessing community investigative needs and builds structures, processes, and policies in preparation for the assumption of full policing, investigative, and forensics responsibilities.
- Establishes relationships with NEOM community members, internal and external stakeholders, and Base Economy resources in furthering all aspects of investigative and forensics work within, and immediately surrounding, a NEOM community.
- Projects future needs and creates a roadmap for investigative and forensic functionality that uses more AI than humans in accomplishing work and product delivery.
Background, Skills & Qualifications
Knowledge, Skills, and Experience
- Extensive experience as a municipal police officer and/or investigator with an accredited government agency specializing in investigative and forensics skills.
- Demonstrated knowledge and experience implementing AI into all aspects of investigations and forensics in order to reduce the need for human intervention.
- Demonstrated knowledge (through proven experience and/or internationally accepted course certifications) in the fields of investigations, interview skills, and forensics capabilities and/or understanding.
- Experience creating policy pertinent to subject matter areas of expertise.
- Knowledge of effective policing policies and procedures.
- Knowledge of traffic collision reporting and identification of futuristic and current best-in-class technology to aid in multiple types of scene documentation and recreation.
Qualifications
- Education: Graduate of an acceptable academy or institution that taught basic policing and/or investigative principles.
- Degree-level qualification or equivalent training and experience in related field.
- Qualifications in interview techniques, investigative work, and forensic capabilities.
