GIS Data Manager - Senior Surveyor - Urban Regeneration PMO
Location: Riyadh, KSA
Reports To: PMO Lead / Project Manager
Socotec KSA is seeking an experienced Senior Surveyor to support a significant and high-profile project. This high-level position requires a surveyor with extensive experience in data analysis, 3D scanning, orthophoto matching, and urban data analytics. The role will be pivotal in ensuring accurate data collection, assessment, and reporting for heritage assets, utilities, infrastructure, and other urban elements for the Project Management Office (PMO).
Key Responsibilities:
Surveying & Data Analysis:
Conduct and supervise 3D scans of heritage assets and diagnostic surveys for selected assets using advanced technologies (e.g., Leica RTC360).
Analyze and validate survey data, aligning it with orthophotos, GIS data, and other urban analytics to create precise spatial models.
Generate and process true orthophotos and X-ray views using point cloud models to assess site conditions.
Perform and supervise cadastral surveys, ensuring alignment with land title deeds and cadastral plans.
Lead the survey process for critical infrastructure, utilities, and other assets, including network mapping/scanning, connected capacity analysis, and state-of-repair assessments.
Project Coordination:
Review and assess the need for comprehensive surveys and investigations for heritage, infrastructure, and other urban assets under CADC's projects.
Schedule and prioritize survey activities to ensure that design and implementation tasks are completed efficiently and on time.
Collaborate closely with CADC's procurement team to prepare Requests for Proposal (RFPs) and contract documentation for specialist surveys, investigations, and reporting.
Technical Expertise & Reporting:
Provide expert guidance on the use of advanced surveying tools, including Leica Cyclone and Leica RTC360, ensuring proper implementation and data accuracy.
Ensure the effective processing of survey data, creating and maintaining 3D models, ortho-rectified images, and digital datasets.
Generate detailed reports and presentations using AutoCAD, BIM, and Microsoft Office, ensuring that project teams and stakeholders are kept informed.
Health, Safety, and Environment (HSSE):
Ensure compliance with all HSSE regulations during data collection, surveying, and field investigations.
Conduct safety assessments and promote a safe working environment on-site.
Collaboration & Stakeholder Engagement:
Work closely with the PMO lead, design teams, and other stakeholders to ensure the accuracy of survey data and the seamless integration of findings into the overall urban regeneration project.
Manage and provide technical direction to junior surveyors and field teams as needed.
Key Requirements:
Experience:
Significant experience as a Surveyor, with significant expertise in surveying listed built heritage and complex urban environments.
Strong experience with Leica RTC360 3D laser scanning technology and HDR imaging systems (Leica Cyclone).
Proven track record of at least 30 in-situ data collection and processing projects using Leica RTC360 or equivalent technology.
Expertise in generating and processing true orthophotos and X-ray views from point cloud models.
Technical Skills:
Advanced proficiency in surveying software and tools (Leica Cyclone, AutoCAD, BIM, Microsoft Office).
Strong knowledge of urban data analytics and GIS-based systems.
Proficiency in Adobe Creative Suite (preferred).
Certifications:
Relevant professional certifications or memberships in surveying or related fields (e.g., RICS, ISU).
Additional Skills:
Strong written and verbal communication skills in English.
Ability to work in a high-pressure environment and manage multiple tasks simultaneously.
Excellent problem-solving and analytical skills.
Preferred Qualifications:
Experience working on urban regeneration projects in KSA or the wider Middle East region.
Experience with archaeological investigations, borehole sampling, parking inventory, traffic counts, and related surveys.
Proficiency in additional surveying technologies and software tools is a plus.
