Job description

The Finance Manager is responsible for managing the financial functions of the company, ensuring the efficient operation of the finance department, and supporting strategic financial decisions. This role requires expertise in financial planning, budgeting, reporting, and compliance, specifically within the water utilities industry. The Finance Manager will collaborate with senior management to drive financial strategies, ensure regulatory compliance, and contribute to the growth and sustainability of the organization.

Key Responsibilities:

  1. Develop and manage the annual financial budget and forecasts.
  2. Finalization of monthly, quarterly, and annual financial statements, including income statements, balance sheets, and cash flow statements.
  3. Ensure compliance with accounting standards (IFRS, and Saudi regulatory reporting requirements).
  4. Provide financial analysis and reports for management to support decision-making processes.
  5. Collaborate with auditors to ensure the accuracy and timeliness of financial audits.
  6. Manage cost accounting and ensure effective cost management for utility services.
  7. Analyze operational and capital expenditure trends to identify opportunities for cost reduction and process improvements.
  8. Monitor and implement internal controls to prevent financial mismanagement and fraud.
  9. Manage financial risks and ensure that the company's financial strategy aligns with legal and regulatory changes in the water utility sector.
  10. Ensure proper settlement of Taxes (VAT and WHT) and their due reporting to authorities.
  11. Maintain working capital levels to support daily operations and growth initiatives.
  12. Liaise with key stakeholders, including regulatory bodies, suppliers, and partners, to ensure effective financial governance.
  13. Provide financial advice and insights to senior management, supporting strategic decision-making.
  14. Communicate financial performance and forecasts to internal and external stakeholders, including board members.
  15. Lead and mentor a team of finance professionals, fostering a collaborative and performance-driven environment.

Qualifications & Skills:

Education:

  1. Bachelor's degree in Finance, Accounting, Economics, or a related field (required).
  2. Master's degree or professional certification (e.g., CPA, ACCA, CA) preferred.

Experience:

  1. At least 5 years of experience in a financial management role, preferably in the utilities sector or a related industry.
  2. Strong knowledge of water utility operations, tariffs, and regulatory frameworks.
  3. Experience with financial software systems and ERP platforms.

Skills:

  1. Strong analytical and forecasting skills.
  2. Excellent knowledge of accounting principles, financial regulations, and reporting standards.
  3. High proficiency in Microsoft Excel and financial modeling tools.
  4. Experience in budget development, cost management, and variance analysis.
  5. Ability to manage multiple projects and meet tight deadlines.
  6. Strategic thinking with the ability to translate financial data into actionable insights.
  7. Strong attention to detail and ability to maintain accuracy under pressure.
  8. Proactive in identifying and solving financial and operational challenges.

Working Conditions:

  1. Full-time position, standard office hours.
  2. Occasional travel may be required for site visits or meetings with regulatory bodies.
  3. The role may require flexibility in hours during peak periods or critical financial reporting cycles.
