Job Purpose

  • The job holder is responsible to provide operations across the various assets within the scope of the employer.
  • The job holder will manage the operations of the facilities management, the handover transition of the assets, the application of strategy and planning of the goals achievement operations and fully manage and close out the DLP management process.
  • The job holder is also responsible for providing innovative and sustainable solutions that will lead to overall improved efficiency and functionality of assets.

Job Responsibilities

Strategic Contribution

  • Assist with the implementation of the annual business plan and targets and execute the strategic agenda of the department to deliver RSG vision and mission.
  • Ensure that the strategy is translated into operational business plans for the operations and maintenance function and monitor the performance and execution of those plans to achieve functional objectives and deliver the strategy of RSG.

Leadership

  • Coordinate the activities of the Facilities Management team with other internal and external stakeholders to ensure that all work is carried out efficiently, in line with the strategic plans, policies and procedures.
  • Manage the team by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals.
  • Serve as a role model to ensure employees awareness and commitment to RSG vision, mission, values, fundamentals and corporate strategy to establish a highly engaged and motivated human resources, and continuously improve performance.

Budget

  • Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
  • Oversee the daily operations activities and manage all FM operations.
  • Provide full technical support across all assets and engineering disciplines with a key focus on mechanical, electrical and plumbing (MEP) systems and services.
  • Perform technical audits of all assets MEP systems and ensure all operations procedures, and policies are carried out in accordance with best practice.
  • Contribute with preparation of technical guidelines and lessons learned that can be applied during design and technical reviews.
  • Identify opportunities to run systems more efficiently, reducing running costs and enhancing comfort and ensuring a healthy living/working environment is created and maintained all-year-round.
  • Assist with technical troubleshooting and provide engineering solutions to improve useful life of asset and improved operation efficiency to ensure the optimum operations of assets, space and resources.
  • Evaluate all technical and maintenance activities and report any activity that violates regulations, best practices and codes.
  • Fully responsible for the handover, mobilisation of service providers and management of the Defect Liability Period.
  • Preparation and review of scopes and overview of variable and capital works.
  • Oversee and approve all variable and capital works.
  • Assist preparing, reviewing and approving all technical scope of works, and reviews of the technical submissions.
  • Monitor and track all utilities and prepare trend analysis reports. Propose the utilities savings initiatives.
  • Contribute to the preparation of policies, procedures and processes operation improvement.
  • Performance management of all third-party service providers and provide audit reports to improve performance and/or address deficiencies.
  • Assist with the implementation of relevant electronic and remote monitoring systems to improve efficiency and effectiveness to existing processes.
  • Provide the required support to the client and ensure compliance with the contractual terms.
  • Assist with the implementation of Asset Management software and any CAFM system.
  • Manage the resources and the manpower assigned to the projects and optimize the performance.
  • Prepare, review and submit the reports as per the client requirements.

Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.

Safety, Quality & Environment

  • Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.

Continuous Improvement

  • Contribute to the identification of opportunities for continuous improvement of Chief of Staff Offices systems, processes and practices considering international best practice, improvement of business processes, cost reduction and productivity improvement.

Job Requirements

  • Degree in Engineering specializing in Electrical, Mechanical or Building Services.
  • Minimum 5 years of experience in Facilities Management or FMP certified.
  • Minimum of 7 years of relevant experience, with 5 years in management role.
  • English speaking and writing, Arabic is an advantage.
  • The individual must be technical sound in all areas of building services and infrastructure.
  • A strong engineering skillset specializing in mechanical, electrical (HV, MV and LV) and plumbing systems is essential.
