Job description

An excellent opportunity in a dynamic environment, for a Global Oil & Gas Service company! We are looking for an Environment, Health and Safety Manager.

Purpose

To provide a totally integrated Health, Safety, Environmental and Quality function to Management and to entrench a culture of Health, Safety and Quality Excellence.

KEY ACCOUNTABILITIES & ACTIVITIES

HSE Organization Operation:

  1. Put in place the HSE organization structure to enable effectively supporting Operation.
  2. Plan and Prepare annual HSE department Budget.
  3. Organize and conduct HSE Performance Reviews.
  4. Ensure and promote understanding and compliance to all aspects of APC HSE management system and all applicable internal and external regulations, including but not limited to Risk Management and Change Management processes, all APC Policies, Global QHSE Standards and legal compliance.
  5. Provide feedback for the Continuous Improvement of the HSEQ Management System and promote their understanding and application across organization.
  6. Working with line management, ensure compliance with all applicable HSE client requirements on-site and all applicable external HSE requirements both client-specific and regulatory.
  7. Develop Emergency Preparedness and Response Plan(s), ensure they are up-to-date, and organize drills to ensure organization readiness to execute.
  8. Identification and development of systems/processes to ensure continuous improvement of HSE Management System.
  9. Prepare annual internal inspection/audit plan; conduct elements of it, and participate in external HSE reviews and audits.
  10. Update and maintain the Site's Risk Register.
  11. Ensure Risk Assessment across all aspects of Operations are available, up-to-date, and communicated throughout the workforce.
  12. Participate in HSE projects and initiatives.

HSE Reporting and Follow-ups:

  1. Ensures all applicable HSE reporting are done in accordance with the applicable internal and/or external requirements including but not limited to Accidents, Risk Identification Report (RIR)s, and Monthly HSE Data Entry.
  2. Working with line management, ensure all HSE accident investigations are completed within the required time frame and the root causes are identified and rectified.
  3. Ensure non-compliance to both internal APC HSE requirements and external requirements are addressed effectively to mitigate risks, and protect APC's interests.

Policies, Processes and Procedures:

  1. Assist the development and oversee the implementation of APC policies, systems, processes, procedures and controls so that all relevant procedural/legislative requirements are fulfilled while delivering high quality and cost-effective results.
  2. Promote a culture of innovation and continuous improvement through adapting to changes in international standards, changes in the business environment and adoption of leading practices.
  3. Ensure adherence to Financial Policies and Procedures.

People Management:

  1. Help instil a culture of development, guidance and performance within Operations.
  2. Provide development opportunities to the team and ensure career paths and succession plans are charted out.
  3. Empower team members to take business decisions by effectively delegating authority.
  4. Set and communicate clear performance expectations, coach and provide support and regular feedback on performance.
  5. Act as a role model to champion APC's values to employees.
  6. Maintain and improve relationships with key stakeholders.

QUALIFICATIONS / REQUIREMENTS

Knowledge and Experience:

  1. Minimum 10 years of experience in multicultural environments preference for experience in organization carrying ISO 45001 and/or ISO14001 certifications.
  2. Strong preference for candidates with experience managing fleet driving safety.
  3. Experience in Oil and Gas industry preferred.
  4. Leadership and training skills.
  5. Working knowledge of MS Office and ERP systems.
  6. Good reporting and documentation skills.

Education and Certifications:

  1. Bachelor degree in Engineering (any discipline) or in Occupational Health and Safety at minimum.
  2. ISO 45001 and/or ISO14001 Lead auditor certification.
  3. NEBOSH Certification in Occupational Health & Safety or equivalent.
