The System Engineering Manager (SEM) shall have the following roles and responsibilities:
- Manages the System engineering activities for the related level (System elements).
- Defines the system development cycle and defines the process, practices and tools (PP&T) applicable to the project based on the reference system and tailored based on project specific constraints (e.g. tools imposed by the Customer).
- Ensures global consistency of the engineering process, practices and tools, organizes the co-engineering then approves lower level solution elements or components engineering plans including those flown down to subcontractors and partners.
- Identifies the engineering skills and key people needed to ensure Project delivery.
- Ensures the Engineering Performance initiatives of its Domain are properly deployed in their Project.
- Guarantees commitments to the project including satisfaction of stakeholders requirements within constraints provided by the Architect and the Project Design Authority.
- Optimizes technical work by organizing system engineering reviews and participating to those of lower level solution elements from design to validation and acceptance.
- Tracks competitiveness KPI, performs root cause analysis of problems and conduct associated corrective actions (Performance initiatives) at their level.
- To make sure the delivery of expected value all across the solution lifecycle to the customer/market and to the company.
Jointly with the PDA (Project Design Authority):
- Identifies and reviews the technical risks and opportunities and the related mitigation plans throughout the bid or project.
- When used, establishes and maintains the Key Decisions tree and associated actions.
- Prepares the Design Validation and submits it to the Design Authority (DA) approval.
- Approves the main bid/project engineering reviews and deliverables.
- Organizes when appropriate technical meetings and peer reviews in order to perform the Solution or Solution Element technical assessment and validation.
Responsible for the complete lifecycle of System Engineering process in the project:
In Orient Phase:
- Embrace with a broad approach the capture of information and knowledge about the various concerned contexts. Synthesize with major constraints driving the shaping of the solution.
- To build and validate collectively a viable system architecture.
- Describe the selected solution in terms of capabilities, characterized by a set of stakeholder functional and non-functional requirements, which allows the establishment of the Functional Baseline.
In Design Phase:
- To construct the optimal design, which can be developed and delivered to satisfy the customers and other stakeholders needs.
- To refine the lower level of requirements down to a complete definition (Solution elements, HW and/or SW components) and to consolidate definition up to the solution level with agreement of all concerned levels.
- Define internal interfaces accordingly with product breakdown and Integration / Verification strategy.
- Refine and allocate the solutions or solution elements requirements to the lower level elements.
- Development of the preliminary specifications of the lower level system elements.
In Integration and VV Phase:
- Define and implement System Engineering and IVVQ Plans.
- To evaluate the design, behavior, interactions and performance of the solution or solution element and to confirm through provision of objective evidence that the requirements against which it has been designed are fulfilled.
- To provide integration and verification test data, environments and resources in accordance with the IVVQ strategy.
- To verify that all the necessary conditions for conducting the integration, verification and technical qualification activities at the appropriate level are met.
- To confirm that integration and verification activities are complete with objective evidence that the solution meets the requirements (apart from operational environment).
- To confirm that the product data packages of solution elements are accurate and detailed enough for release to production.
- To assess the readiness of solution elements before launching the validation and final qualification of the solution.
- To acquire objective evidence that the solution fulfills its intended use when placed in its intended environment, as defined in the contract (or any other formal agreement).
By executing the validation procedures in accordance with the validation plan.
Provide engineers with an efficient Engineering Environment made of:
- An efficient workspace that allows collaboration and focus.
- Tailored and competitive Process, Practices and Tools and efficient IT infrastructure that runs the tools (provided by IS/IT organization).
- An efficient support and coaching resources to support the deployment of process, practices and tools.
WORK EXPERIENCE REQUIREMENTS
10 years of Experience on various Systems Engineering life cycle activities, and out of which 5 years of Experience working in different Technical Management positions.
QUALIFICATION, CERTIFICATION & EDUCATIONAL REQUIREMENTS
Bachelors in Electrical / Electronic / Computer / IT or relevant Engineering and should be certified by Saudi Engineering of Council (SEC).
