Engineer, Instrument

Job Purpose

Provide technical support to all customers for all Instrumentation and Control equipment and systems in all installations in Jubail to ensure the reliability and integrity of such equipment and systems which support uninterrupted performance and higher productivity.

Key Duties & Responsibilities

• Conduct technical studies for any failures in instrumentation & controls or any modifications/upgrades/improvements in order to provide technical and practical solution for all chronic problems to operation and maintenance.
• Improve planned reliability and integrity of instrumentation/control and propose best alternate technologies for the obsolete systems in line with Quality Assurance standards.
• Clearance of Excavation permits.
• Conduct site surveys, evaluate existing systems and prepare preliminary scope of work for submission to the business unit for all technical studies which need to be implemented under CAPEX projects.
• Based on referred plant problems, investigate system abnormalities and provide recommendations to rectify the problem/abnormality.
• Ensure compliance to all relevant safety, quality and environmental management procedures and controls within a defined area of Instrumentation Engineering activity to guarantee employee safety, legislative compliance, and delivery of high-quality products/service ensuring a responsible attitude.
• Develop scope for plant modification/upgrade CAPEX/OPEX projects, technical specifications, control strategies, design drawings, material take-off (for OPEX), and cost estimates.
• Review contract documents, design drawings, technical specifications, and test procedures for the new projects.
• Partake in plant related operability and equipment integrity and reliability improvement studies such as plant HAZOP studies.
• Review, evaluate technical bids and handle vendor interface/negotiation and quotations from instrument and control system vendors for OPEX.
• Support commissioning and operation of new facilities.
• Partake in development of MARAFIQ I&C standards and specifications.
• Partake in development of process control/flow diagrams, loop diagrams, P&IDs, and DCS logic development.
• Provide instrument specifications, control valve sizing, orifice sizing, and installation details. Prepare preliminary scope of work for submission to customers to be implemented under CAPEX/OPEX projects.
• Ensure that cost/benefit analysis is carried out during the performance of all related improvement tasks.
• Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of I&C systems so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
• Ensure compliance to all relevant safety, quality and environmental management procedures and controls within a defined area of I&C systems activity to guarantee employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
• Support and participate in Reliability studies (RCM, RBI, RCA and IPF) as required and promote the Reliability Culture.
• Manage and update related technical documentation, technical drawings and specifications.
• Participate in and support the PES gating system.
• Review and provide comments on related Project submittals and Engineering design packages.
• Adhere to Department SLAs with other departments.
• Participate in the recruitment, train, develop and motivate staff in the I&C section to ensure that staffing is at the required levels and caliber and that performance is continuously managed and improved.
• Provide consultative role/advice for Maintenance critical tasks and activities related to Critical Equipment failures, in order to help preserve plant equipment's long-term integrity.

Position Requirements

Minimum Education Requirements

Bachelor's degree in Instrumentation & Control or Electronics Engineering.

Minimum Experience Requirements

• 5-7 years engineering technical support, project and design experience within the Instrumentation & Control engineering discipline in heavy industrial or utilities plant.
• Wide exposure to plant Instrumentation and Control (GTG, STG, Desal, T&D, Wastewater treatment plants, and related Instruments & Controls), operations and maintenance.
• Experience in performing technical studies and evaluations.
