Specific Accountabilities
- Provide leadership and advice on HSE matters to implementation contractor personnel working at the site.
- Ensure the implementation of all EPCM HSE Plan requirements across the EPCM portfolio of projects.
- Participate in daily planning meetings involving implementation contractors to ensure effective implementation of project HSE requirements.
- Review implementation contractor Job Hazard Assessments (JHA), work permits applications, complimentary certificates and verify implementation of requirements at the job site.
- Demonstrate leadership and commitment to the achievement of HSE objectives and to the success of all Contract / Project HSE initiatives.
- Maintain knowledge of current governing regulations, codes and practices and inform the HSE Lead whenever revisions to the HSE Plan are required.
- Report all instances of HSE non-compliance, including unsafe act(s) / condition(s) and incidents, including near misses.
- Ensure site HSE inspection and audit programs are implemented.
- Ensure EPCM and implementation contractor personnel have completed and maintain their HSE training current.
- Monitor effectiveness of communication materials, i.e. Job Bulletins, Toolbox Talk, Safe Observation Cards, Safety Alerts, Lessons Learned, etc.
Essential Skills and Experience
- Education: NEBOSH National General Certificate in Occupational Health and Safety.
- Relevant experience in Oil & Gas Industry.
- Relevant experience working within brownfield operating plant construction environments.
- Knowledgeable with all aspects of PTW for major construction, commissioning and operations.
- Experience in brownfield and pipeline construction, mechanical completion, commissioning and start-up.
- Previous working knowledge on Qatar site based projects is preferred.
- Strong computer literacy, MS Office suite of programs competence and writing skills.
- Must be a self-starter, highly motivated individual capable of working with limited supervision.
- Able to work under pressure within tight schedule timelines without compromising HSE.
- Able to proactively identify and address HSE risks and issues.
- Strong interpersonal and team leadership skills.
