Program Summary
The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB.
Job Summary
The Prince Sultan Air Base (PSAB) Base Community Planner shall provide community planning, and the management of activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use plans in support of an installation. Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.
Roles and Responsibilities
- Ensures compatible use planning between on and off installation facility and infrastructure development and land use.
- Plans, programs, budgets, and executes required projects in support of assigned programs.
- Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
- Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
- This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces.
- Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
- Work with a diverse, international, and multi-skill workforce.
- As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
- Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
- Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property.
- Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), and local standards.
- Performs other duties as assigned.
MATERIAL & EQUIPMENT DIRECTLY USED:
- May be exposed to potentially hazardous conditions that require wear of personal protection equipment (PPE).
- Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.
WORKING ENVIRONMENT:
- Work will be indoors and outdoors with exposure to various environmental conditions.
- Overtime and shift work may be required depending on contractual needs.
- Employees must comply with all Federal, State and Local regulations and published Company work rules.
- Must be prepared to function in a wartime or contingency environment to support U.S. interests.
PHYSICAL ACTIVITIES:
- Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, and extended sitting or standing.
- Work may require using and wearing personal protective equipment.
- Moderate to heavy physical exertion may be required.
Basic Qualifications
- Bachelor’s Degree in Community Planning, Architecture, or Engineering.
- Community Planning Experience above minimum may waive requirement for a Bachelor’s Degree.
- Minimum 4 years’ work experience with similar projects.
- Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
- Must be a U.S. Citizen with a current U. S. Driver's License.
- Must possess passport book with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining.
- Must have and maintain a valid U. S. SECRET Security Clearance.
- Must be able to read, write, speak and understand English fluently.
- Candidates must also meet CENTCOM MOD-15 theater requirements.
Preferred Qualifications
- Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
