Program Summary

The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB, ensuring seamless operations, maintenance, and support activities essential for sustained mission readiness and operational effectiveness.

Job Summary

The Prince Sultan Air Base (PSAB) Civil Engineer (CE) shall provide architectural and engineering services that support project, work order, and work request operations and provide effective program management to ensure projects are designed and construction work is completed to support mission requirements.

Roles and Responsibilities

• Efforts include planning for repair and maintenance, designing, providing technical support, and updating record drawings.
• Develop and administer Activity/Asset Management Plans (AMP) that translate Air Force and installation objectives into asset-related decisions by understanding assets’ physical attributes, condition, usage, and performance.
• Manage and supervise personnel, equipment, tools, vehicles, and other items and services necessary to perform all civil engineer services for PSAB.
• Ensure all contractual performance objectives are met.
• Be available within two (2) hours of notification to meet on the installation with Government personnel.
• Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
• Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property.
• Ensure required contractual submittals are provided to the government.
• Ensure compliance with all applicable laws, guidelines, and standards.
• Perform other duties as assigned.

MATERIAL & EQUIPMENT DIRECTLY USED:

• May be exposed to potentially hazardous conditions requiring personal protective equipment (PPE).
• Use of communication devices to maintain contact and accountability of work activities.

WORKING ENVIRONMENT:

• Work will be indoors and outdoors with exposure to various elements.
• Overtime and shift work may be required depending on contractual needs.
• Must be prepared to function in a wartime or contingency environment.

PHYSICAL ACTIVITIES:

• Physical requirements include lifting, climbing, extended sitting or standing, and bending.
• Work may require using and wearing personal protective equipment.
• Day-to-day physical requirements may involve standard office activities.
• Moderate physical exertion is required.

Basic Qualifications

Education/Certifications:

• Bachelor’s Degree in Civil Engineering.
• Licensed Professional Engineer or Project Management Professional highly preferred.
• Must be a U.S. Citizen with a current, valid U.S. Passport and U.S. Driver's License.
• Must have and maintain a valid U.S. SECRET Security Clearance.
• Must be able to read, write, speak, and understand English fluently.

Experience:

• Minimum 4 years’ work experience.

Skills:

• Project management, pro-active, well organized, results-oriented, and a team player.
• Proficient in Microsoft Office and other common software used in the engineering and construction industry.
• Able and willing to work long hours to meet mission requirements.
• Excellent interpersonal and communication skills with supervisory experience.
• Experience in contingency environments and knowledge of government contracts.
• Candidates must meet CENTCOM theater requirements.

Preferred Qualifications

• Master’s Degree or advanced degrees desired.
