Job Description:
PCC is looking for a passionate Safety Officer for PCC’s Plants in Jubail. This position is responsible for ensuring that the company follows all relevant safety standards, working with management to identify hazards, develop plans to mitigate those hazards, and implement these plans on an ongoing basis. The Safety Officer will also be tasked with auditing existing processes to ensure compliance with regulations, including reviewing documentation related to equipment maintenance, training programs, standards, regulations, etc.
Qualifications:
Bachelor’s degree in Chemical or Safety Engineering; related professional licenses/qualifications/certificates would be a plus.
Experience:
More than 2 years of experience in Health and Safety in Chemical or Petrochemical plants as Safety Officer/Safety Engineer.
Job Responsibilities:
- Review existing Safety, Health & Environment procedures to ensure they fit the company nature & HCIS classification.
- Assist in the implementation of EHSS in the company and set up the required plan to mitigate risks.
- Identify and assess potential hazards in chemical processes and equipment.
- Conduct safety and environmental audits and inspections to ensure compliance with regulations and company standards.
- Investigate accidents and incidents to determine root causes and implement corrective actions.
- Perform HAZOP (Hazard and Operability Study) workshops to identify process safety risks.
- Develop and implement Layer of Protection Analysis (LOPA) to determine the adequacy of safeguards against identified risks.
- Conduct quantitative risk assessments (QRAs) for complex processes.
- Provide training and education to employees and contractors on safety procedures and best practices.
- Collaborate with operations personnel and management to ensure safe operation of the plant.
- Develop and implement plans for multiple types of emergency response as per HCIS directives and SAF/SEC requirements.
- Support the Company in the MOC system.
- Develop and maintain management crisis plans for worst-case scenarios such as fires or explosions.
- Coordinate, develop, and maintain documents and records needed to meet government requirements. Ensure all government reporting requirements are identified, and communications are made in a timely manner.
