ROLE OVERVIEW

We are seeking a Director – Security Programs, Integration and Delivery to join the Public Safety department to:

Support the Executive Director Security Company in the overall success of the security strategy implementation through:

  1. Provision of Program Management expertise to ensure a best-practice approach to the delivery of NEOM security capabilities.
  2. The design and implementation of procurement and contract engagement processes.
  3. Coordination of program and project scheduling through effective integrated planning and delivery, aligned to FY Security Budget forecast and spend.
  4. Stakeholder, customer and supplier management to ensure effective working relationships and ongoing management and integration processes for the delivery of the security programs/projects.

ROLE COMPETENCIES & ACTIVITIES

The responsibilities will include, but are not limited to:

  1. Work with the Executive Director NEOM Security Company and all Public Safety Department Directors to ensure all NEOM security integration requirements within communities, sectors and regions are identified, designed and implemented.
  2. Develop a Program Management Policy to ensure the consistent approach to and delivery of security sector programs and projects, including budget and operating plan.
  3. Provide Program and Project Management leadership and a best-practice delivery approach across all proof-of-concept projects and security initiatives.
  4. Align with NEOM policy and processes for procurement and contract management to ensure project and program benefits are defined and delivered.
  5. Critical interfacing supporting functions (such as legal, finance and procurement) are fully engaged.
  6. Preparation of PQQ, RFP, Tender Scheduling documents to effectively and efficiently manage contract processes.
  7. Manage and collaborate with the various NEOM functions (legal, finance, procurement, technical) and manage the program delivery and contract award/management to a high standard, in accordance with procurement and commercial policy.
  8. Collaborate with the Commercial and Security Industry Engagement Director and NEOM procurement teams to support the correct procurement and delivery of services and items to specification and to contractual standards.
  9. Assist in Security Department budget development and monitor budget vs actual spend across all concept projects and associated deliverables.
  10. In consultation with Director, Commercial and Security Industry Engagement, contribute to the assessment of NEOM security suppliers to ensure a high quality of long-term Relationship Management is developed and maintained.
  11. Contribute to and understand all security requirements of NEOM, to develop appropriate program/project management and contractual approaches with suppliers in line with local, international and NEOM regulations.
  12. Develop a positive collaborative relationship with NEOM communities (City Operations and other sectors/regions) to ensure alignment and integration of security projects and capabilities.
  13. Design the most appropriate Governance models for steering and working groups at Program and Project levels.
  14. Develop and implement an integrated approach to program/project delivery and wider NEOM security capability development across the NEOM security portfolio.
  15. Contribute to Business Case development, conduct program/project Business Case review and assurance in accordance with NEOM Legal, Finance and Procurement policy.
  16. Develop Program and Project delivery schedules, identifying key milestone/contract deliverables that are aligned with interfacing programs/projects, dependencies and customers/suppliers.
  17. Work collaboratively with Security Department Directors to develop a process for project prioritization, business case approval and initiation.
  18. Develop and implement Issue and Risk Management policy and processes to support program and project delivery and escalation activities.
  19. Develop Key Performance Indicators for projects to ensure delivery.
  20. Develop best-practice reflective learning and change management processes.
  21. Develop and implement Program/Project reporting processes.
  22. In consultation with Director, Commercial and Security Industry Engagement, attend industry/supplier functions, such as association events and conferences, and provide feedback and information on market, provide initiatives and trends.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  1. 12+ years of experience in relevant field.
  2. Proven track record in complex Portfolio/Program Management.
  3. Planning and delivery Capability Integration.
  4. Contract preparedness, award and management.
  5. Excellent stakeholder/relationship management skills.
  6. Excellent communication and presentation skills.
  7. Strong track record of successful program and project management and delivery.
  8. Financial management and forecasting.
  9. Experienced in Business to Business (B2B) and Business to Government (B2G).
  10. Deep understanding and experience in the Defense and Security industry.
  11. International and Middle East professional experience.

Qualifications

  1. Bachelor’s degree in business administration and/or Defense and Security Management.
  2. Master’s degree is preferred.
  3. Program/Project Management Qualification.
  4. Requirements Management (desirable).
