Digital Support and Competitiveness Specialist

Develop plans to identify and monitor progress in the Digital Government Indicators, conduct surveys and collect data related to e-government, and prepare relevant research and studies to improve the Kingdom's position in regional and international e-government competitiveness indicators.

Main Responsibilities:

  • Prepare and implement projects related to indicators and competitiveness at the agency and government sector level.
  • Collect and analyze data on digital government (e.g., investor feedback on obstacles, challenges, and regulations).
  • Study and provide recommendations on proposed amendments to the agency's regulatory frameworks, policies, and laws to ensure competitiveness and compliance with international standards.
  • Gather advice from stakeholders and experts on the measures and future plans needed to improve the digital government ecosystem.
  • Propose plans to enhance the Kingdom's competitiveness in various fields, discuss them with relevant government and private entities, and work on their development.
  • Ensure monitoring of progress made in implementing reforms and develop various periodic reports on progress regarding indicators and competitiveness.
  • Verify the evaluation of improvements made by government agencies.
  • Review international indicator surveys, identify entities responsible for providing the agency with content to respond internally and externally, and answer all surveys and questions related to indicators monitored by the agency.
  • Apply the highest standards of review and audit to surveys issued by the agency for international indicators.
  • Ensure continuous review of initiatives and projects within the government digital transformation strategy.
  • Study consultancies related to the Kingdom's competitiveness and its international results and provide examples and best practices from leading countries for the agency's sectors.
  • Ensure internal consultancy is provided regarding the requirements and standards for targeted international digital indicators and present examples from leading countries.
  • Research indicators and competitiveness received from other agency sectors and provide examples and best practices from leading countries.
  • Review the outputs of projects within the government digital transformation strategy that impact the development of digital government to ensure their effectiveness and achievement of digital government goals.

Required Skills:

  • Strong analytical skills.
  • Extensive knowledge of competitiveness indicators and digital government.
  • Strong report writing skills.
  • Problem-solving skills.
  • Ability to work independently and as part of a team.

Required Qualifications:

  • 4 years of experience.
  • Bachelor's degree in computer science or related.
  • PMP Project Management Professional (Preferable).
