Job Description

Summary:

This position has the responsibility to oversee the preparation, submission, and management of bids and tenders for FM contracts. This role requires a combination of strategic planning, in-depth understanding of FM services, and client engagement to secure new business opportunities while ensuring profitability and compliance with organizational goals. This role bridges technical knowledge, project management, and financial forecasting to ensure competitive and viable bids for FM services.

Key Responsibilities:

  1. Lead and coordinate the end-to-end bid process for FM contracts.
  2. Review and analyze tender documents, client requirements, and scope of work.
  3. Prepare competitive technical and commercial proposals for bidding.
  4. Coordinate with procurement and suppliers for accurate material pricing.
  5. Conduct risk assessment and financial feasibility analysis for bids.
  6. Collaborate with stakeholders to develop competitive pricing strategies.
  7. Review and submit bids on time.
  8. Analyze project requirements, specifications, and drawings to estimate costs.
  9. Collaborate with estimation engineers to create accurate pricing models for hard (e.g., HVAC, electrical) and soft services (e.g., cleaning, security).
  10. Ensure alignment with market trends and company profitability targets.
  11. Include contingencies and risk assessments in pricing strategies.
  12. Recommend cost-saving measures while maintaining service quality.

Contract Review & Compliance:

  1. Ensure cost estimates align with contract terms and industry standards.
  2. Review and validate contract conditions related to pricing and payment terms.
  3. Source and negotiate pricing with suppliers, subcontractors, and service providers.
  4. Evaluate supplier quotations and recommend cost-effective options.
  5. Develop bidding strategies based on competitor analysis and market insights.
  6. Work with senior management to determine go/no-go decisions for tender opportunities.
  7. Align bids with the company’s short- and long-term strategic goals.

Cross-Functional Coordination:

  1. Work with technical, operations, finance, and procurement teams to gather inputs for bid submissions.
  2. Ensure the accuracy of estimations by gathering data from vendors and suppliers.
  3. Ensure all stakeholders are aligned on deliverables and timelines.

Documentation & Compliance:

  1. Ensure all bid submissions are accurate, comprehensive, and compliant with legal, technical, and commercial requirements.
  2. Maintain a cost estimation database for future reference and benchmarking.
  3. Generate detailed cost analysis and estimation reports for management.
  4. Ensure accurate documentation of cost estimates, quotations, and tender submissions.

Market Research:

  1. Stay updated on market trends, pricing structures, and competitor strategies.
  2. Benchmark costs against industry standards.

Client Interaction:

  1. Engage with clients to clarify requirements and address queries.
  2. Present cost proposals effectively and negotiate terms as needed.

Post-Bid Activities:

  1. Review and analyze feedback on unsuccessful bids to identify improvement areas.
  2. Coordinate with project teams to transition successful bids into implementation phases.

Qualifications:

  1. Bachelor's degree in Engineering (Mechanical, Electrical, or Civil) or related fields.
  2. Certification in Cost Engineering or Project Management (e.g., PMP, CCP) is advantageous.
  3. Extensive experience in FM or construction cost estimation (5–10 years).
  4. Strong understanding of FM services (HVAC, MEP, electrical, plumbing, civil works).
  5. Familiarity with maintenance contracts (PPM, AMC, corrective maintenance).
  6. Strong knowledge of FM industry standards and regulations.
  7. Proficiency in MS Excel, AutoCAD, Primavera P6, Estimation Software, ERP systems.
  8. Strong cost analysis, negotiation, and problem-solving abilities.
  9. Ability to liaise effectively with vendors, clients, and internal teams.
  10. Excellent communication and negotiation skills.
  11. Leadership and team management experience.
  12. Extensive knowledge of facilities management.
