Description: Parsons is looking for an amazingly talented Construction Manager - Utilities to join our team! In this role, you will be responsible for Parsons’s construction management for SAPL Qiddiya Infrastructure Partner (QIP). You will be responsible and accountable for ensuring that all work is in full coordination with Qiddiya Investment Company (QIC) and with Jacobs and Mace delivery partners. QIP is providing strategic direction for all partners for transport, logistics, and utilities in the three-way partnership with Jacobs and Mace on a city-wide basis. Reports directly to the QIP PM/CM Director.

What You'll Be Doing:

  1. Leads planning and delivery for construction management of the program and ensures operational consistency across the program.
  2. Coordinate with other delivery partners (Jacobs and Mace), as well as QIC and all existing contractors, and future planned procurement of major contractors.
  3. Implement agreed strategies, through delivery of PMP’s and other key documents and approaches in accordance with program requirements and accepted best practice.
  4. Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across the delivery teams.
  5. Contribute to the development of innovative principles and ideas.
  6. Leads on unusually complex construction management challenges and provides solutions that are highly creative, in coordination with functional leads.
  7. Facilitates forming partnerships with key stakeholders and organizations impacted by the program.
  8. Assigns work to employees, oversees, and tracks the completion of work assignments.
  9. Interviews and selects personnel for assignment as required.
  10. Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counseling, and takes corrective action as necessary.
  11. Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
  12. Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  1. Degree in Engineering (or equivalent) or related discipline with a minimum of 12-15 years’ experience in mega construction management projects, specifically strong construction management development and delivery experience across multi-disciplinary teams and functional teams, internal and external stakeholders.
  2. Safety Qualification / Awareness Training.
  3. Very strong communication skills in English, written and spoken.
  4. Power Utilities Expertise: Extensive background in power utility construction, including substations, distribution systems, and transmission lines.
  5. Regulatory Compliance: Familiarity with industry-specific regulations and experience ensuring projects comply with relevant codes and standards.
  6. Site Contractor Management.
  7. Health, Safety, Sustainability, Environmental & Quality Leadership.
  8. Demonstrated leadership and management skills.
  9. Ability to work in and lead teams with clear delivery of work instructions in a complex stakeholder environment and achieve objectives and targets.
  10. Strong negotiation skills.
  11. Construction Management: Lead and oversee power utility construction projects from initiation to completion, ensuring they adhere to budget, schedule, and quality standards.
  12. Utility Infrastructure Knowledge: Possess a deep understanding of power distribution and transmission systems, substation construction, and related infrastructure.
  13. Safety Standards: Implement and enforce stringent safety protocols to ensure a safe working environment for all team members and contractors.
  14. Quality Assurance: Monitor construction quality, conduct inspections, and implement quality control measures to ensure project deliverables meet or exceed industry standards.

What Desired Skills You'll Bring:

Advantageous to have extensive experience with significant construction management contracts and contracting in challenging multi-partner environments. Previous MEA and/or other international experience.
