Job Description


For our office in Riyadh, we are recruiting for a Compliance Officer, GCC (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates).


As our Compliance Officer, GCC, you will lead the region in the mission of driving a robust corporate culture embracing integrity in our operations, consistent with Biogen's core values and principles of our Code of Conduct. This includes providing subject matter expertise and leadership on all compliance-related matters, implementation of effective and proactive compliance programs, and implementing plans to continuously assess and enhance processes while maintaining controls effective in managing identified risks. The incumbent will be in charge of driving these assessments, monitoring key control areas, and ensuring that local and regional stakeholders are informed of relevant risks. The incumbent will work with local business to deliver sustainable strategies, drive the right behavior, and contribute to shaping the external environment by driving industry-wide standards in line with Biogen's core values. The Compliance Officer will report to the Head of Compliance, ECP.


The function is responsible for creating and driving risk assessments in compliance, monitoring key control areas, ensuring that key stakeholders locally and regionally are informed of relevant risks, and implementing remediation plans.


Key responsibilities, among others, are:


  1. Design and pull through a strategic compliance plan consistent with the Global Corporate Compliance strategy, Biogen's business strategy, and aligned with local needs and regional requirements.
  2. Design and maintain the architecture and excellence in effectiveness of policies, procedures, and controls.
  3. Design and maintain updated and well-organized systems and records of management decisions, policies, processes, trainings, assessments, remediation plans, investigations, and enforcement actions in a clear and easily accessible manner.
  4. Provide active guidance to the business on compliance matters, including interactions and practices with healthcare professionals, government officials, healthcare institutions, patients, and patient associations.
  5. Execute robust monitoring plans based on the risk assessment and ensure that results are communicated to the local leadership team and Corporate Compliance.
  6. Ensure allegations of misconduct are timely reported pursuant to established protocols.
  7. Counsel local leadership teams on the design and implementation of corrective actions and ensure that corrective action standards are consistently applied across the organization.
  8. Actively follow compliance trends in the market and regulatory environment, including business practices and evolving compliance-related legislation.
  9. Actively engage in relevant industry associations and other compliance-related stakeholder groups to drive ethical standards consistent with Biogen's core values.

You are an experienced compliance professional at heart who is used to identifying, addressing, and monitoring compliance risks in a complex and dynamic environment. With your natural authority and strong business acumen, you are a trusted advisor to local leadership teams as well as a valued partner for the business. You are driven by creating, shaping, and developing a compliance culture in line with Biogen's values and Codes of Conduct.


Qualifications


  1. Bachelor's (or equivalent) degree required; advanced degree in law, accounting, or business administration highly desired.
  2. Minimum of 7 years working in compliance; additional experience in other governance areas, such as Legal, Finance, Quality, internal control, or external/internal audit.
  3. Minimum of 5 years of experience working in the regional life sciences industry.
  4. Distinguished and strong experience in multinational healthcare industries (specialty care); Rare Disease and biotech experience are highly appreciated.
  5. Deep understanding of the complex landscape of global risk, reputational risk, local and regulatory risk, and local codes and ethics standards.
  6. Ability to identify compliance issues quickly, synthesize impact, determine root cause, and remediate effectively and efficiently.
  7. Ability to absorb partial information from diverse sources and make sound judgments even under ambiguity.
  8. Experience working in and being comfortable within complex matrix organizations and cross-functional setups.
  9. Demonstrated ability to influence others to drive action and unlock problems.
  10. Possess advanced presentation and IT skills, deliver clear communication, trainings, and risk identifications to all levels of the organization, including the ability to synthesize complex information into concise, executable executive messages.
